Job summary

The Henry M. Jackson Foundation for the Advancement of Military Medicine seeks a Program Manager to oversee a collection of related projects supporting the Psychological Health Center of Excellence (PHCoE).

Responsibilities

  • Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.

HJF is seeking a Program Manager to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderate to highly complex scope of work.

This position will provide technical and operational support to accomplish the mission of the Psychological Health Center of Excellence (PHCoE). Located in Silver Spring, MD, the PHCoE is a Department of Defense (DoD) initiative focused on improving mental health service delivery and promoting psychological health among service members. It collaborates across the DoD, the Department of Veterans Affairs, and other agencies to develop clinical practice guidelines for psychological health conditions, substance use disorders, and suicide risk. PHCoE also produces evidence-based resources, clinical support tools, and expert-reviewed briefs to enhance patient care, operational readiness, and human performance in military settings.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Supervisory Responsibilities
  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities
Qualifications
Education and Experience
  • Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 9-10 years' experience required.
  • At least 8 years of full-time work experience as a contract program manager overseeing contracts/task orders of similar size and complexity.
Required Knowledge, Skills And Abilities
  • Capability to effectively support the organization through oversight of contractor personnel and deliverables
  • In-depth knowledge of federal budget processes and fundamental principles of project management
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Prior experiences in the life sciences strongly preferred
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance, including background check and drug screening.
Physical Capabilities
  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods
Licenses and Certifications
  • Project Management Professional (PMP) preferred.
Work Environment
  • This position will take place primarily in a office setting.
Compensation
  • The annual salary pay range for this position is $93,100-$150,000. Actual salary/hourly pay will be determined based on experience, education, etc.
