Job description

The Pennsylvania CDFI Network (Network) is a mission‑driven statewide organization working to increase Community Development Financial Institutions’ (CDFIs) capacity to provide loans and business support services to small businesses throughout the Commonwealth. A 501(c)(3) membership organization, the Network works to promote equitable community development and to advance social justice. The Network provides direct funding and support services to member CDFIs.

Position Overview

The Network seeks an enthusiastic and focused individual to play a program management role supporting multiple programs and initiatives.

The Program Manager will support the expansion of programs and initiatives that build CDFI capacity and support small business growth. The Network’s programs are funded by federal, state and local public agencies and governments, and by private corporations and foundations. The programs are designed to strengthen small businesses’ access to capital and business support services, and to enhance systems that boost opportunities for all small businesses.

This is an exceptional opportunity for a self‑motivated individual with both collective and systems‑oriented thinking skills, who is passionate about economic development and small business growth. Reporting to the CEO, the Program Manager will work independently with staff, members, vendors, and other internal and external stakeholders.

Responsibilities & Duties:

Program Management, Leadership, and Communications:

  • Work with CEO on long‑ and short‑term program planning, policy development, design, and implementation, ensuring achievement of milestones and overall program goals within budget and approved timelines.
  • Manage program development and operations, marketing, participants engagement, and other specifics as needed. Coordinate with partners and experts to identify members needs and available resources.
  • Cultivate and manage relationships with members, staff, consultants, partners and program stakeholders.
  • Support management of multiple contractual and informal relationships towards mutual goals and collective impact.
  • Identify trainings; identify and implement opportunities for collaboration; develop program materials.
  • Develop decks and presentations for leadership, membership, funders and external partners, including the private, public and nonprofit sector.

Grants and Contract Management and Program Implementation

  • Manage, interpret and monitor contracts, including analyzing, translating into program design and evaluating programs outcomes, data and results, reviewing budget data, drafting grant reports, and tracking and meeting compliance requirements and deadlines.
  • Inform operations and finance regarding their roles and responsibilities about contracts and follow through with their implementation of contracts compliance and management requirements.
  • Develop and implement budgets for grants and/or contracts within the contract management portfolio.
  • Support loan enrollment by qualifying and reviewing applications, compliance and reporting, and ongoing project tracking for PA SSBCI RLF program.
  • Support small business grants programs by qualifying and reviewing applications, compliance and reporting.
  • Monitor grants during and after grant period, including obtaining and reviewing progress reports, ensuring grantee adherence to workplans, and reviewing other project compliance materials as required during and after grant period.
  • Maintain program files in excellent condition and consistent with organizational policy and procedures, with sufficient documentation for third‑party review, and prepare files for timely audits.
  • Maintain and manage program software applications and data in excellent condition and consistent with organizational policy and procedures, and works with third‑party vendors to ensure enhancements, and timely vulnerabilities audits.
  • Coordinate submission of and provide quality control for required programmatic reports.
Qualifications, Core Competencies and Skills
  • Other preferred qualifications include an advanced degree and/or at least five years’ relevant experience working in the CDFI sector, financial services commercial lending/asset building, government contract/granting coordination and management, nonprofit management, program management, grant management, community development, or other related fields.
  • Excellent project management skills with the ability to multi‑task and manage multiple processes, programs, and projects simultaneously while working under pressure to meet deadlines.
  • Good understanding of budgeting principles.
  • Solid organizing, planning, tracking, problem‑solving and attention to detail skills.
  • Demonstrated experience and skills in community development finance, government contract compliance sectors.
  • Self‑motivated and solution oriented.
  • Excellent verbal and written communication skills.
  • Versatile in MS Office – Word, Excel, PowerPoint and similar applications.
  • Ability to work with diverse individuals, communities, and groups on complex issues.
