Program Manager of Performance Monitoring

STATUS: Exempt, salaried, full-time

LOCATION: Chicago, Illinois (currently hybrid remote/in-office schedule)

SALARY RANGE: $53,730-$76,440

About All Chicago Making Homelessness History (All Chicago MHH)

All Chicago MHH's mission is to unite our community and resources to provide solutions that ensure and sustain the stability of home. On any given night, nearly 12,000 Chicagoans lack a stable home. We work to prevent and end homelessness through emergency financial assistance, community partnerships, data analytics, and training and research. Position Summary

We seek a Program Manager to oversee performance monitoring activities for partner agencies. The ideal candidate will excel in staff development, project management, and data analysis/visualization. Responsibilities include leading a team to implement compliance and performance outcome monitoring processes to support partner performance improvement.

  • Supervision: Strong supervision skills, ability to motivate and delegate effectively.
  • Communication: Clear, collaborative communication with diverse stakeholders; coaching skills beneficial.
  • Project Management: Ability to strategize, prioritize, and manage projects involving multiple teams and stakeholders.
  • Data Analysis: Critical thinking and data analysis skills, including visualization.
Position Responsibilities
  • Facilitate meetings with program teams and partner staff to collaborate on performance improvements.
  • Use data from HMIS to identify insights and inform performance management.
  • Manage performance evaluation of Continuum of Care-funded agencies.
  • Oversee monitoring activities, including data analysis, visualization, documentation, and communication.
  • Identify capacity building needs and coordinate technical assistance and training.
  • Create resources to support performance improvement and data accuracy.
  • Enhance knowledge within All Chicago and the CoC regarding compliance and data outcomes.
  • Foster leadership that promotes work-life balance, collaboration, and professional growth.
  • Respond to information requests from staff, partners, and community members.
Requirements
  • Master's degree in social work, Psychology, Social Justice, or related field; or equivalent experience.
  • 4-6 years of experience in homelessness service delivery or housing preferred.
  • Experience with HUD-funded programs, Coordinated Entry, or HMIS preferred.
  • Strong skills in data analysis, visualization, and tools like formulas, pivot tables, and graphs.
  • Proficiency in Microsoft Office Suite.
  • Ability to prioritize, meet deadlines, and adapt to changing priorities.
  • Effective communication skills for diverse audiences.
