Noblis MSD, a wholly‑owned Noblis entity, seeks experienced Program/Project Managers to lead Navy tactical network sustainment programs in San Diego, CA, supporting NIWC Pacific. Qualifications

• Active DoD clearance or ability to obtain TS/SCI
• U.S. Citizenship required
• Experience managing DoD engineering or sustainment programs
• Demonstrated ability to lead cross-functional technical teams
• Experience with CPFF, FFP, and T&M contract management and Government task orders
• Strong analytical and problem-solving abilities
• Excellent communication and interpersonal skills
• Attention to detail and accuracy
• Willingness to travel as needed

Responsibilities

• Direct overall program definition, organization, and long-range planning for Navy tactical network in-service engineering and sustainment across cross-functional teams
• Guide the technical approach for sustainment and modernization of ADNS, CANES, CENTRIXS-M, CaaS, ISNS, SCI Networks, ACS, SDN, and TNGN
• Establish and control milestones, schedules, budgets, and costs
• Provide monthly progress reports with reconciled expenditure data
• Respond to task order requirements; manage task orders and government administration
• Coordinate with NIWC Pacific tech leads for project briefs and cost estimates
• Support transition activities including knowledge transfer and documentation handover
• Oversee DevOps ITIL, Agile CMMI, ISO and Agile practices
• Ensure compliance with OSHA, QA programs, and government on-site policies
• Manage subcontractor performance and multi-vendor integration
• Collect and report metrics to support reliability and quality improvements
