Trilogy Behavioral Healthcare in Chicago seeks a Program Manager to oversee 590-funded crisis services, ensuring regulatory, contractual, and accreditation requirements are met while driving program outcomes in line with Trilogy's strategic priorities.

Job Summary
The Program Manager (590) provides programmatic oversight, quality assurance, and operational leadership for crisis services funded through the IDHS DBHR 590 grant stream. This role is responsible for ensuring that 590-funded programming meets all regulatory, contractual, and accreditation requirements while achieving program outcomes aligned with Trilogy's strategic priorities. The Program Manager (590) leads community collaboration efforts, monitors operational performance, and contributes to the sustainability and growth of the crisis program.
Primary Role During a Crisis Response
The Program Manager (590) holds primary responsibility for the day-to-day administration, compliance monitoring, and performance oversight of 590-funded crisis services. This role operates in close coordination with the 591 Program Manager, crisis team leadership, and organizational leadership to ensure integrated, high-quality crisis programming across all designated service areas.

1. Program Outcomes
590-funded crisis services achieve performance targets across key indicators including response times, engagement rates, diversion from emergency departments, and linkage to community-based care. Outcome data is reviewed regularly and used to inform program improvements.

The Program Manager identifies and pursues opportunities for program expansion, partnership development, and community impact. 590-funded programming contributes to Trilogy's strategic positioning within the regional crisis system.
3. Quality Assurance
Program audits, documentation reviews, and performance monitoring activities occur on schedule. Compliance findings are addressed through timely corrective action. The program maintains readiness for external audits and accreditation reviews.
4. Community Impact
Relationships with community partners, CESSA stakeholders, law enforcement, hospitals, and other collaborators are strong and productive. Monthly Crisis Program Meetings and quarterly reporting requirements are met consistently.
5. Operational Excellence
590-funded program operations are well-organized, compliant, and responsive. The Program Manager proactively identifies operational gaps and implements solutions that support team performance and program sustainability.
6. Workforce Sustainability
Crisis program staff are supported, developed, and retained. Workforce development activities are intentional and contribute to staff competency, engagement, and long-term program stability.
