Job summary

WOOD Federal Solutions, Inc. seeks a Program Manager, Level 3, to lead a high-visibility government program at Fort Meade, MD. You will serve as the strategic, operational, and contractual lead, coordinating with the CO, COR, and Government PM to ensure mission success.

This full-time role requires US citizenship and an active TS/SCI security clearance with polygraph, overseeing cost, schedule, performance, and team coordination while ensuring compliance with FAR/DFARS and DoD 5000 series.

Qualifications

• Fifteen (15) years' experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity.
• Experience in requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
• At least three (3) years of demonstrated experience in Earned Value Management.
• Knowledge of FAR/DFARS, DoD 5000 series, and ICD 801 policies.
• Experience managing multi-task contracts and multi-vendor environments.
• PMP, FAC-P/PM Mid-Level, or DAWIA Level 2 certification in Program Management.

Responsibilities

• Allocate resources (staffing, facilities, and budgets) on the contract.
• Review and approve earned value, ETC, Funds and Man-hour Expenditure Reports, or other financial reports.
• Review and allocate management reserve within contractual limits.
• Ensure cross-discipline integration within the contract to meet Government needs.
• Work with the higher-level program manager to provide effective management of the contractor's effort.
• Review the Integrated Program Baseline or resource loaded schedule for Government.
• Review risk and mitigation activities and allocate budgets accordingly.
• Prepare program status reviews and other formal reviews for the Government PM.
• Recruit and train program staff, direct and indirect.
• Review all financial and technical reports before release to the Government.
• Communicate issues and solutions to the Government PM promptly.
• Ensure compliance with contract regulatory/administrative requirements with contracts staff.
• Assist Government PM with input to acquisition reports and QFRs.
• Coordinate ECPs and value engineering proposals with Government PM.
• Provide input to QA surveillance plan reviews or award fee reviews.

Overview: Are you a proven leader who thrives on driving complex programs to successful completion? Our team is seeking a Program Manager who will serve as the strategic, operational, and contractual lead for a high‑visibility government program. This is a vital role that ensures mission success through expert oversight of cost, schedule, performance, and team coordination. As the Program Manager, you will be the primary interface with the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and senior leadership within our organization. You will guide technical teams, manage program execution, and deliver outstanding results in alignment with all contract requirements.

Security Clearance Requirements:

This position requires all candidates to be U.S. Citizens and possess an active TS/SCI Security Clearance with a Polygraph.

• Review all financial and technical reports before release to the Government
• Communicate issues and solutions to the Government PM in a timely and transparent manner
• Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff
• Assist the Government PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs)
• Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government PM
• Provide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate

Qualifications

Required Education & Years of Experience:

• Fifteen (15) years' experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required.
• Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
• Shall have at least three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
• Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
• Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
• Must have a PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.
