Amazon is seeking a Program Manager for Land Development in Seattle, WA to own the operational backbone of the land development portfolio. You will manage program delivery, reporting, KPI adoption, and stakeholder coordination across the US.

Responsibilities

  • Develop and manage program cadences, reporting, and leadership-facing status updates for the land development portfolio.
  • Track portfolio KPIs — schedule variance vs. baseline, jurisdictional approval cycle times, milestone completion, and data completeness.
  • Own ongoing dashboard maintenance — updating filters, adding new projects and regions, fixing broken fields, and refreshing reporting views.
  • Coordinate data quality across project reporting; ensure input discipline with team members and maintain taxonomy standards.
  • Partner with the technical program management team on tooling redesigns to meet evolving operational requirements.
  • Work cross-functionally with internal teams and external stakeholders across land use, legal, finance, and construction.
  • Own vendor scopes of work, track invoices, and monitor consultant performance.
  • Conduct after-action reviews to identify root causes and best practices.
  • Develop onboarding materials for new team members.
  • Facilitate weekly program syncs, status reviews, and leadership prep sessions.
  • Support capacity forecasting based on upcoming workload volumes.

The Land Development team is seeking a Program Manager - based in Seattle WA, Austin TX, or Arlington VA - to own the operational backbone of our land development portfolio: program delivery, standardized reporting, KPI adoption, process improvement, and stakeholder coordination. This role ensures portfolio performance is visible, predictable, and tied to deliverable commitments.

You will support a team of land development and permitting managers responsible for data center projects across the US. The work environment spans due diligence, entitlements, engineering design, utility coordination, and construction. You do not manage land development projects directly; you manage the program that allows this team to deliver at scale — tracking portfolio health, surfacing systemic bottlenecks, and giving leadership clear visibility into performance.

Key job responsibilities
  • Develop and manage program cadences, reporting, and leadership-facing status updates for the land development portfolio.
  • Track portfolio KPIs — schedule variance vs. baseline, jurisdictional approval cycle times, milestone completion, and data completeness — and surface systemic risks with actionable recommendations.
  • Own ongoing dashboard maintenance — updating filters, adding new projects and regions, fixing broken fields, and refreshing reporting views — and drive adoption of new tools through co-design with end users, training, and ongoing support.
  • Coordinate data quality across project reporting; ensure input discipline with team members and maintain taxonomy standards.
  • Partner with the technical program management team on tooling redesigns to meet evolving operational requirements.
  • Work cross-functionally with internal teams including Environmental, Design Engineering, Water, Transactions, Construction, TIPMs, Legal, and Finance, as well as external stakeholders including land use attorneys, schedule administrators, civil engineering firms, and local jurisdictions.
  • Own vendor scopes of work, track invoices, and monitor consultant performance.
  • Conduct after-action reviews following deliverable completions to identify root causes of misses and build best practices.
  • Develop and maintain onboarding materials for new team members.
  • Facilitate weekly program syncs, status review meetings, and leadership prep sessions.
  • Support capacity forecasting based on upcoming workload volumes.
  • Some travel required.

About the team

Join a dynamic and growing team working at the intersection of real estate and technology to build Amazon's cloud business. The Land Development team is responsible for taking raw land from acquisition through construction-ready turnover for AWS data center campuses across the Americas. We manage complex, multi-jurisdictional permitting and entitlement processes spanning federal, state, and local authorities. Our team collaborates daily with partner teams in environmental, design engineering, construction, energy, and public policy to deliver capacity on time in a fast-moving, high-impact environment.

Basic Qualifications
  • 3+ years of program or project management experience
  • 3+ years of defining and implementing process improvement initiatives using data and metrics experience
  • Knowledge of Excel (Pivot Tables, VLookUps) at an advanced level and SQL
  • Experience using data and metrics to determine and drive improvements
  • Experience working cross functionally with tech and non-tech teams
Preferred Qualifications
  • 3+ years of driving end to end delivery, and communicating results to senior leadership experience
  • 3+ years of driving process improvements experience
  • Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
  • Experience building processes, project management, and schedules

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
