Job summary

Torch Technologies, Inc. seeks a seasoned FMS Program Manager to support the Air Force Life Cycle Management Center at Hanscom AFB, MA. This hybrid, full-time role requires coordinating with DoD and international partners to manage acquisition tasks, reviews, and logistics for USAF programs.

You will leverage MS Project and MS Office to develop schedules, briefings, and program documentation, with travel to overseas sites as needed. A Secret clearance and DoW experience are required.

Qualifications

  • U.S. Citizenship required.
  • Bachelor’s degree in a related field; 3+ years relevant DoW experience, or 7+ years total DoW/program experience.
  • Active Secret Clearance required.
  • Experience developing acquisition documentation, briefings, and program management plans.
  • Knowledge of Foreign Military Sales (FMS) processes and acquisition workflows.

Responsibilities

  • Develop schedules and briefs for senior management using MS Project.
  • Support PARs, senior reviews, and IMS/IMP reviews.
  • Assist with acquisition planning and SOO/SOW/PWS development for FMS.
  • Coordinate with SAF/IA, DSCA, and other DoD stakeholders.
  • Travel overseas as required and operate in complex international environments.

Torch Technologies has an exciting opportunity for a FMS Program Manager providing support to the Air Force Life Cycle Management Center/Electronic Systems (AFLCMC/HB).

The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Electronic Systems portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Electronic Systems is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.

This position specifically supports the Foreign Military Sales (FMS) Japan AWACs program.

This is a full-time Hybrid position located at Hanscom Air Force Base, MA.

Duties Include, But Not Limited To
  • Must have experience with Microsoft Project for scheduling (IMS work).
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management. The Contractor shall support Program Acquisition Reviews (PAR), senior level meeting/reviews and IMP/IMS reviews.
  • Extensive background supporting all aspects of sound acquisition planning (e.g., industry day, market research, source selection planning, ASP planning, SOO/SOW/PWS writing, RFP planning, RFP document preparation, contract negotiation prep) with a special emphasis on FMS-specific peculiarities (e.g., mandatory use of in-country subcontractors; interface with SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO; TSC)
  • Extensive experience in FMS-specific acquisition to include working knowledge of Anti- Tamper (AT) requirements, International Traffic in Arms Regulations (ITAR) regulations, Manpower Resource Plan (MRP) preparation, LOR for Technical Assistance, LOR for Price and Availability (P&A) responses, LOR for Letter of Offer and Acceptance (LOA) responses, freight forwarding and customs import processes, MASL codes,
  • Working level knowledge in the preparation of LOA data, including manpower requirements, utilizing mandated systems, including but not limited to Security Assistance Manpower Requirements System (SAMRS) and Defense Security Assistance Management System (DSAMS)
  • Capability and willingness to travel overseas to potentially hazardous locations
  • Knowledge and experience in executing programs with prime contractors, sub-contractors and suppliers from foreign countries
  • Ability to independently and successfully perform as representative (with no decisional authority) for the program office to the customer country’s Ministry of Defense (MOD), Office of Defense Cooperation (ODC), Air Force, U.S. Security Cooperation Office (SCO) representatives in country, and capability to answer complex questions in real-time to customer country representatives
  • Demonstrated experience in the preparation and support of various program office activities and meetings, to include U.S. Government-internal meetings, case meetings, design reviews, Program Assessment Reviews, Interface Control Working Groups (ICWG), Technical Interchange Meetings, and case reviews
  • Working level understanding of RMF requirements in FMS realm
  • Working level understanding of CENTCOM Governance, Risk and Compliance (GRC) process
  • Working level understanding/knowledge of customer country customs, etiquette and business practices
  • Working level understanding of the DoD Transportation System as it relates to shipping equipment overseas to FMS customer final destination.
Required Qualifications
  • U.S. Citizenship
  • Bachelor’s Degree in a related field and 3 years of relevant experience in the respective professional discipline being performed, 5 of which must be in the DoW OR
  • 7 years of experience, including at least 5 years supporting DoW programs.
  • Knowledge of qualitative and quantitative techniques used to gather, analyze, and assess the effectiveness, efficiency, and productivity of FMS programs.
  • Knowledge of acquisition and program management activities supporting cost, schedule, and performance objectives.
  • Experience developing acquisition documentation, briefings, reports, and program management plans.
  • Ability to communicate effectively both verbally and in writing with government, contractor, and international stakeholders.
  • Experience supporting DoW acquisition programs and program office operations.
  • Must have and maintain an Active Secret Clearance
Technical Skills
  • Program management support across cost, schedule, and performance tracking
  • Risk identification, mitigation planning, and progress monitoring for modernization efforts
  • Familiarity with Foreign Military Sales (FMS) processes and acquisition workflows
  • Experience supporting complex aerospace or defense systems such as AWACS platforms
  • Proficiency with Microsoft Office Suite for data tracking, reporting, and documentation
  • Ability to interpret program data to support decision‑making and stakeholder updates
