Qualifications

Responsibilities

  • Establish and oversee the Program Integrity directorate, including staffing, policies, processes, procurement of digital tools, and collaboration with other directorates.
  • Supervise a team of data analysts, investigators, and other integrity professionals to detect and prevent fraud.
  • Develop data analytics workflows, systems, tools, and procedures to identify, prevent, and investigate fraudulent activity.
  • Maintain a repository of fraud bad actors and coordinate identified fraud risks with other lists and government entities.

  • Continuously improve outcomes by updating knowledge of regulations and best practices.

Main Purpose of Job

The Director of Program Integrity is responsible for leading Maryland’s Family and Medical Leave Insurance (FAMLI) program’s efforts to prevent, detect, investigate, and correct fraud, waste, and abuse across the program, and ensure the solvency and integrity of the Trust Fund. This position oversees strategic planning, data analytics, and cross-functional coordination as it relates to fraud prevention activity to ensure compliance with State and federal regulations, and protect public resources. The Director will design policies to strengthen internal controls, lead data analysis and investigations, and collaborate with legal, IT, operations and enforcement partners to support accountability and program excellence. Additionally, the Director will engage with stakeholders across the Department, the State, and external partners (such as financial institutions and other states) to identify systemic vulnerabilities and strengthen cross-boundary fraud protections. By proactively implementing effective fraud prevention measures, the Director of Program Integrity plays a crucial role in protecting and supporting the FAMLI program’s long-term financial security, ensuring that Marylanders can continue to benefit from paid leave. The Director is responsible for budget, staffing, and resource planning, including establishing program integrity units focused on data and trend analysis, and investigations and enforcement.

POSITION DUTIES
  • Establish and oversee the Program Integrity directorate, including staffing, policies, processes, procurement of digital tools, and collaborative work with other directorates within FAMLI.
  • Supervise a team of Program Integrity data analysts, investigators, and other integrity professionals who analyze data and trends to detect and catch fraud attempts before they occur.
  • Develop data analytics workflows, systems, tools, and procedures to identify, prevent, and investigate ongoing fraudulent activity.
  • Maintain a repository of fraud bad actors and coordinate identified fraud risks with other known bad actor lists and government entities.
  • Oversee fraud investigations and enforcement activities.
  • Continuously improve outcomes by updating knowledge of regulations, laws, and best practices related to fraud prevention.
  • Implement new techniques and strategies to stay in front of the ever changing fraud landscape.
MINIMUM QUALIFICATIONS
  • Possession of a Bachelor’s degree from an accredited college or university in Business Management, Public Administration/Management, Statistics, Mathematics, Data Science, Finance, Accounting, Criminal Justice, Computer Science or other related degree.
Experience
  • Seven (7) years of progressively responsible experience in fraud prevention, fraud risk management, data analysis, or a related field, including at least three (3) years supervising others.
  • Strong analytical skills with experience in data visualization platforms.
  • Expertise in using fraud detection tools, identity proofing and identity verification systems, and data analytics platforms.
  • Knowledge of fraud schemes, including synthetic identities, phishing, and cyberthreats.
Desired or Preferred Qualifications
  • Direct experience with fraud analytics, cybersecurity, digital identity management.
  • Experience researching, evaluating, choosing, and implementing technology solutions, especially with respect to fraud detection tools, identity proofing and identity verification systems, data analytics platforms.
  • Possession of Certified Fraud Examiner (CFE) or comparable certification.
  • Experience managing or executing complex data analytics, extracting and manipulating data.
Special Requirements

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.
