Job description

The City of Boise is seeking a collaborative, strategic leader to serve as Program Manager II for Our Path Home, Ada County’s partnership dedicated to preventing and ending homelessness. This highly visible role brings together City and County departments, community organizations and partner agencies to translate shared priorities into coordinated action.

The ideal candidate is a skilled convener and relationship-builder who can navigate complex organizations, align diverse perspectives and move strategic plans from vision to implementation. We’re looking for someone who excels at working across divisions, departments and agencies; managing complex initiatives and competing priorities; and building the partnerships needed to achieve system-level results.

Experience in strategic planning and implementation, grants and resource allocation, policy development, coalition building, and cross-functional collaboration will be especially valuable. Required Knowledge, Experience, And Training

Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organizational goals and objectives.

Serves as the city’s lead strategist, implementer and advisor on homelessness, including developing cross-department collaboration for all city employees that interact with people experiencing homelessness and partners implementing solutions. Oversees all homelessness-related programs and initiatives. Manages dynamic partnerships and community needs that require sophisticated relationship-management.

Implements a countywide resource allocation plan that effectively combines and leverages multiple funding resources (municipal, county, state, federal, private, etc.) that adhere to highly complex regulations, foster sustainability of programs, and maximize impact and long-term outcomes. Supports the city and all community partners in measuring performance and ensuring resources are expended properly, including reporting to funding partners. Conducts complex needs analyses on housing affordability and homelessness issues. Creates and implements annual action and work plans to set priorities for filling system response gaps. Analyzes and synthesizes the priorities of the city and community partners and closes gaps in service by pursuing new funding sources.

Facilitates the development of supportive housing and housing dedicated to households exiting homelessness. Leads alignment of all public, private and philanthropic fund sources to support the implementation of evidence-based interventions and achievement of strategic goals to re-house individuals and families. Manages the relationships, roles and functions of various partner agencies across Ada County to create a systematic, collaborative, efficient and effective approach to homelessness. Organizes and facilitates regular meetings for partner agencies, members, committees and work groups.

Evaluates outcomes of homelessness initiatives and refines strategies accordingly to maximize continuous quality improvement opportunities and actions. Supervises and administers the management and use of the database supporting the partnership and all of its programs, projects and initiatives. Designs a suite of data monitoring, visualization and performance measurement tools to foster data-driven decision making. Creates internal and public-facing data dashboards to monitor performance and impact. Oversees consultants and provides technical assistance.

Develops federal and local funding applications and manages the national competitive application process for program funds on behalf of the partnership. Prepares and oversees the annual sheltered and unsheltered point-in-time count and housing inventory count. Ensures federal reports are accurate and complete, oversees annual performance reviews, conducts longitudinal system analyses, and manages performance measures.

Preferred Knowledge, Experience, And Training

Master’s degree in public administration, communications, business administration, community development, or related area and twelve years of professional experience in project management, organizing and convening multidisciplinary groups.

Experience with data management and data visualization systems.

Knowledge of: U.S. Department of Housing and Urban Development programs and regulations; the McKinney-Vento Homeless Assistance Act, Fair Housing Act, and Continuum of Care Program.

Ability to negotiate and coalition build.

Physical Efforts

While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk and hear. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit. Position requires hand/finger dexterity.
