The IDD Program Manager is responsible for the daily programmatic leadership, administration, quality assurance, and regulatory compliance of Intellectual and Developmental Disabilities (IDD) services with key focus on Day Services and Residential Programs (Community Living Arrangements) within Clayton County. This position provides direct oversight of program operations, staff performance, service delivery, and participant outcomes to ensure high-quality, person-centered supports that promote independence, community integration, health, safety, and individual choice.

The Program Manager supervises site supervisors and direct support staff, oversees implementation of Individual Service Plans (ISPs), leads quality improvement initiatives, and ensures compliance with all state, federal, accreditation, and organizational requirements. The Program Manager ensures the consistent implementation of person-centered practices, maintains up-to-date residential policies and manuals, and adapts procedures in response to regulatory changes. This role requires flexibility in work hours, locations, and responsibilities to ensure adequate staffing and continuity of care.

Duties & Responsibilities
  • Provide leadership and supervision for Day Program and Residential Program staff and supervisors.
  • Oversee daily operations, staffing, scheduling, training, hiring, and performance management.
  • Ensure implementation and monitoring of Individual Service Plans (ISPs).
  • Review documentation for accuracy, timeliness, and compliance with payer and regulatory requirements.
  • Verify service quality through record reviews, observations, site visits, and performance monitoring.
  • Lead quality assurance, outcome reviews, stakeholder satisfaction reviews, incident reviews, and improvement planning.
  • Review incidents and ensure health, safety, risk management, and abuse/neglect reporting requirements are met.
  • Oversee facility inspections and address safety and maintenance concerns.
  • Collaborate with participants, families, guardians, interdisciplinary teams, and community partners.
  • Monitor budgets, purchases, and responsible use of program resources.
  • Perform Developmental Disabilities Professional (DDP) functions and other duties as assigned.Coordinate and support state, federal, payer, accreditation, and DBHDD audits, inspections, and licensing reviews.
  • Conduct internal compliance audits and oversee corrective action plans.
  • Ensure compliance with HIPAA, Medicaid, DBHDD, and organizational policies.
Developmental Disabilities Professional (DDP) Functions
  • Ensure services align with person-centered values and meet participants’ individualized goals and needs
  • Provide oversight and guidance on ISP implementation and service delivery strategies
  • Monitor service quality and recommend improvements using a continuous quality improvement approach
  • Ensure required assessments (e.g., HRST, SIS, behavioral and clinical assessments) inform service planning
  • Identify and mitigate risks to participant health and safety
  • Oversee high-intensity supports, including behavior support and crisis plans, ensuring effectiveness and compliance
  • Collaborate with interdisciplinary teams and external providers to coordinate comprehensive care
  • Support and guide staff training to ensure competency in delivering individualized services

Minimum Qualifications:

Bachelor's degree in a related field from an accredited college or university and two (2) years of job-related experience; or Two (2) years of experience at the lower level Social Svcs Prgm Coord 1 (SSP030) or equivalent position.

Preferred Qualifications
  • Master's degree in a related field.
  • Three years of professional experience within IDD service/programs
  • Supervisory experience in residential or day services.
  • Proficient use of Microsoft Application (Excel, PowerPoint)
  • Must be able to lift 20 pounds.
  • Requires long periods of sitting/standing.
  • Must have valid Georgia driver’s license and Motor Vehicle Record in accordance with company policy.
  • Candidates for selection must pass a criminal background check (including fingerprinting).
  • Must pass a pre-employment drug screen and subject to random drug screens.
  • Any combination of training and experience which would have enabled the applicant to acquire the necessary knowledge, skills and abilities.
