The Developmental Disabilities (DD) Residential Program Manager oversees operations and provides leadership for Community Living Arrangements (CLAs) serving adults with intellectual and developmental disabilities across Gwinnett, Rockdale, Newton, and Clayton Counties as assigned. This role supervises Residential Site Supervisors, supports staff and program operations, and ensures high-quality, person-centered services aligned with regulatory and organizational standards. The position also provides oversight of scheduling functions, staff training, and program resources, including budget monitoring and purchase approvals for CLA homes.

The Program Manager ensures the consistent implementation of person-centered practices, maintains up-to-date residential policies and manuals, and adapts procedures in response to regulatory changes. This role requires flexibility in work hours, locations, and responsibilities to ensure adequate staffing and continuity of care.

Duties & Responsibilities:

Leadership & Operations

  • Provide leadership, supervision, and mentorship to Residential Site Supervisors and direct care staff
  • Oversee daily operations, staffing schedules, and shift coverage to ensure adequate supervision of residents
  • Support staff recruitment, hiring, onboarding, training, and performance management
  • Address staff concerns, resolve conflicts, and foster a positive, accountable work environment
  • Conduct regular staff meetings and ensure clear communication across teams
  • Ensure compliance with all licensing, contract standards, and federal and state regulations, including HIPAA
  • Maintain and update policies, procedures, and residential manuals in alignment with regulatory and accreditation requirements
  • Participate in quality improvement activities, including audits, chart reviews, incident reviews, and performance improvement planning
  • Review and approve incident reports; ensure timely reporting of suspected abuse or neglect
  • Conduct facility inspections and address safety or maintenance needs

Program Oversight & Development

  • Collaborate with the IDD leadership on program planning, development, and improvement strategies.
  • Monitor program budgets, authorize purchases, and ensure responsible resource management.
  • Support development of recreational programming, community engagement, and resident activities.
  • Respond to emergencies and crisis situations as needed.
  • Coordinate transportation, off-site activities, and court-related participation when required.

Resident Services & Engagement

  • Promote person-centered care that respects individual choice, rights, and cultural differences.
  • Participate in intake and service planning processes.
  • Build and maintain strong relationships with residents, families, staff, and community partners.
  • Support residents’ participation in community activities and services.

Developmental Disabilities Professional (DDP) Functions

  • Ensure services align with person-centered values and meet participants’ individualized goals and needs.
  • Provide oversight and guidance on ISP implementation and service delivery strategies.
  • Monitor service quality and recommend improvements using a continuous quality improvement approach.
  • Ensure required assessments (e.g., HRST, SIS, behavioral and clinical assessments) inform service planning.
  • Identify and mitigate risks to participant health and safety.
  • Oversee high intensity support(s), including behavior support and crisis plans, ensuring effectiveness and compliance.
  • Collaborate with interdisciplinary teams and external providers to coordinate comprehensive care.
  • Support and guide staff training to ensure competency in delivering individualized services.

  • Maintain solution-focused, collaboration and communication with internal leadership, team members and external stakeholders.
  • Participate in meetings, training(s), and professional development to remain current in best practices.
  • Demonstrate emotional intelligence, professionalism, cultural competence, and alignment with the organization’s mission, vision, and values.

Minimum Qualifications:

Bachelor's degree in a related field from an accredited college or university and two (2) years of job-related experience; or Two (2) years of experience at the lower-level Social Svcs Prgm Coord 1 (SSP030) or equivalent position.

Note: Some positions require eligibility for licensure.

Preferred Qualifications:

  • Supervisory or lead worker experience in a group home or similar setting.
  • Experience working with individuals with Intellectual & Developmental Disabilities.
  • Proficient use of Microsoft Application (Excel, PowerPoint).
  • Must be able to lift 20 pounds.
  • Requires long periods of sitting/standing.
  • Must have valid Georgia driver’s license and Motor Vehicle Record in accordance with company policy.
  • Candidates for selection must pass a criminal background check (including fingerprinting).
  • Must pass a pre-employment drug screen and subject to random drug screens.
  • Must submit to and pass TB testing and Physical as required/needed.
