Delaware Resource Group of Oklahoma, LLC (DRG) seeks a Program Manager II to lead and oversee DRG programs, aligning with strategic goals. The PM II manages requirements, risk, quality, concurrency, configuration, system safety, and executes plans and schedules with senior leadership oversight.

Requirements include 3–7+ years of management and military training support experience preferred, PMBOK-based knowledge, PMP/PgMP/DAU or similar certification preferred, and the ability to obtain a Secret

  • 3–7+ years of management level experience.
  • PMBOK-based principles experience; PMP/PgMP/DAU or similar preferred.
  • Collective bargaining and labor relations experience is a plus.
  • Must be proficient in Microsoft Office.
  • Must be able to secure a Secret Clearance.

Responsibilities

  • Ensure contract requirements are met across management, operations, maintenance, support, and engineering changes.
  • Lead a team of program SMEs and technical experts and communicate with US Government customer representatives.
  • Interface with prime contractor program authorities and subcontractors on technical, operational, and procurement issues.
  • Monitor project performance; collaborate with project managers and subcontractors to stay on schedule and budget.
  • Serve as principal interface between DRG leadership, program personnel, subcontractors, and the customer.
  • Assist in bid and proposal processes and provide program support as directed.
  • Manage contracts related to aircrew training, aircraft maintenance, or logistics; implement rigorous processes.
  • Coordinate with corporate functions for personnel support and contractual compliance.
  • Communicate program status, risks, and issues to senior leadership.
  • Identify areas for process optimization and recommend best practices.

Description

The Program Manager II (PM) will be responsible for the overall management and leadership of DRG programs ensuring alignment with strategic business goals. The PM II is charged with responsibility for all aspects of the program to include requirements, risk, quality, concurrency, configuration, system safety management, as well as the execution of proposed plans and schedules. The PM II has the authority to perform day-to-day operations while ensuring appropriate senior management/leadership stays abreast of issues.

ESSENTIAL DUTIES OF THE POSITION:
  • Responsible for ensuring all contract requirements are met including management, operations, maintenance and support, and/or engineering change proposal modifications and upgrades.
  • Leads a team comprised of corporate functionals, various program SMEs, and technical experts, and communicates with US Government customer representatives
  • Serves as the primary interface focal with prime contractor program authorities and subcontract suppliers for technical, operational, system sustainment, procurement, personnel, and administrative issues.
  • Monitors project performance and collaborates with project manager(s) and subcontractors to ensure successful delivery within schedule and budget.
  • Serves as the principle point of interface between DRG Corporate leadership, program personnel, subcontract suppliers, and the primary customer level.
  • Assists in the bid and proposal process as well as other program assistance as directed.
  • Manages contracts related to aircrew training, aircraft maintenance, or logistics and has the ability to implement rigorous processes and procedures.
  • Incorporates processes and procedures to align with contract requirements and quality systems
  • Coordinates with corporate function areas for personnel support and meeting contractual requirements.
  • Communicate program status, risks, and issues to senior leadership and other stakeholders.
  • Identify areas for process optimization and make recommendations for best practices.
  • All other duties as assigned
Requirements
  • Bachelor's degree preferred
  • 3-7 or more years of management level experience, 3-7 or more years of military training support experience is preferred, management may waive the management and/or military experience requirements.
  • Understanding of project management principles based on Project Management Body of Knowledge (PMBOK). PMP, PgMP, Defense Acquisition University (DAU), or similar program management certification preferred.
  • Collective bargaining agreement and labor relations experience a plus.
  • Must be proficient in Microsoft Office products.
  • Familiar with the Federal Procurement Process a plus.
  • Must be able to secure a Secret Clearance
