Job summary

KeenLogic seeks a Programs Manager to lead operations supporting a federal government program in Washington, D.C. The role oversees contract performance, directs a diverse technical team, and serves as the primary POC for government leadership. Onsite, Monday–Friday, 8:30 AM–5:00 PM, with Fortune 500-level benefits.

The incumbent will manage planning, execution, and reporting, ensuring compliance and timely delivery of monthly reports, while coordinating seamless transitions between contractors.

Qualifications

• Active TS with SCI eligibility.
• 10+ years as a Program Manager for complex programs.
• Cost estimating for programs >$25M.
• 3+ years managing Time & Materials or Labor Hour contracts with burn-rate reporting.

Responsibilities

• Provide onsite program oversight across all work centers.
• Be the primary point of contact for COR and maintain open communications.
• Oversee daily operations to meet the Performance Work Statement timelines.
• Develop and maintain a Management Plan for the task order execution.
• Execute transition-in/out plans to ensure continuity of services.
• Coordinate knowledge transfer and shadowing for smooth onboarding.
• Monitor system and facility access with government stakeholders.
• Lead program reviews, working groups, and briefings on performance.
• Identify risks and implement corrective actions for compliance.
• Ensure timely monthly reports to the COR and government offices.
• Foster collaboration with incumbents or follow-on contractors.
• Maintain transparency around technical, financial, and program information.
• Provide contingency planning and staff management support.
