Job summary

ISN is seeking a seasoned Program Manager to lead a multidisciplinary team delivering mission-critical services for Defense Counterintelligence and Security Agency programs. The role demands strong leadership, strategic planning, and coordination with COR and senior officials across Federal stakeholders.

The candidate should have 12+ years in program management, a Master’s degree in a relevant field, and PMP certification, with experience in security programs and Stafford/Quantico-area

Qualifications

  • Minimum of 12 years of professional program management experience.
  • Experience interfacing with senior Government officials in support of program management.
  • Proven ability to lead multidisciplinary teams and manage complex programs.
  • Experience managing performance, staffing, schedules, deliverables, risks, quality, and customer requirements.
  • Excellent written and verbal communication with senior leadership.
  • Experience supporting security, intelligence, or DoD programs is a plus.

Responsibilities

  • Provide leadership, management, supervision, and oversight of contract personnel and daily program operations.
  • Serve as the primary contractor management interface with the COR and other Government stakeholders.
  • Direct and coordinate program activities across multiple functional areas such as entity vetting, industrial security, counterintelligence, and risk management.
  • Provide leadership to task managers, team leads, and other personnel to ensure coordination and execution.
  • Manage contract performance to meet requirements, schedules, and quality objectives.
  • Establish and maintain program management processes for planning, execution, monitoring, risk, quality, and issue resolution.
  • Monitor staffing levels and workload to maintain continuity of operations.
  • Coordinate personnel assignments to meet changing mission requirements.
  • Identify risks and develop mitigation or corrective actions.
  • Prepare and deliver program reports, status updates, and briefings for Government stakeholders.
  • Ensure compliance with Government policies, security requirements, and contract procedures.
  • Support continuous improvement initiatives to increase efficiency and effectiveness.

ISN is actively seeking a Program Manager to support overall performance, management, and successful execution of contract requirements supporting the Defense Counterintelligence and Security Agency (DCSA) Industrial Security (IS) and Counterintelligence (CI) Directorates. Specific duties will include, but are not limited to the following:

  • Provide overall leadership, management, supervision, and oversight of contract personnel and daily progam operations.
  • Serve as the primary contractor management interface with the Contracting Officer’s Representative (COR), Chief of Entity Vetting, and other designated Government stakeholders.
  • Direct and coordinate program activities across multiple functional areas supporting entity vetting, industrial security, counterintelligence, risk management, and related mission support activities.
  • Provide leadership and direction to task managers, team leads, and other contract personnel to ensure effective coordination and consistent execution across the program.
  • Manage contract performance to ensure requirements, deliverables, schedules, performance standards, and quality objectives are achieved.
  • Establish and maintain program management processes for planning, task execution, performance monitoring, risk management, quality control, and issue resolution.
  • Monitor staffing levels, personnel performance, workload requirements, and operational priorities to maintain continuity of operations and prevent mission degradation.
  • Coordinate personnel assignments and resources to meet changing mission requirements and operational priorities.
  • Identify program risks, performance issues, and resource constraints and develop appropriate mitigation or corrective-action strategies.
  • Monitor program performance metrics and provide management information necessary to assess program health, productivity, quality, and achievement of performance objectives.
  • Oversee preparation and delivery of program reports, status updates, briefings, and other contract deliverables required by Government stakeholders.
  • Facilitate effective communication and coordination among program personnel, Government leadership, and other program stakeholders.
  • Ensure program personnel comply with applicable Government policies, security requirements, contract requirements, and established program processes and procedures.
  • Support continuous improvement initiatives designed to increase operational consistency, efficiency, quality, and overall program effectiveness.
Required Experience:
  • Minimum of 12 years of professional experience in program management.
  • Minimum of 12 years of experience interacting with high-ranking officials in support of program management activities.
  • Demonstrated experience managing complex programs involving multidisciplinary teams, multiple functional workstreams, and mission critical requirements.
  • Experience managing program performance, staffing, schedules, deliverables, risks, quality, and customer requirements.
  • Experience communicating program status, risks, performance, and recommendations to senior Government and organizational leadership.
  • Experience overseeing geographically or functionally dispersed personnel in a complex operational environment is .
  • Federal Government or Department of Defense program management experience is strongly .
  • Experience supporting security, intelligence, counterintelligence, industrial security, entity vetting, risk management, or related security programs is .
Qualifications:
  • Strong knowledge of program management principles, including performance management, resource planning, risk management, quality management, schedule management, and continuous improvement.
  • Demonstrated ability to establish priorities, manage competing requirements, and respond effectively to changing operational needs.
  • Strong leadership, decision-making, problem solving, and organizational skills.
  • Excellent written and verbal communication skills, including the ability to communicate effectively with senior Government officials, technical personnel, operational staff, and program leadership.
  • Ability to develop and deliver executive level reports, briefings, recommendations, and program performance information.
  • Ability to work independently, exercise sound professional judgment, and manage personnel with limited Government supervision.
  • Proficiency with Microsoft Office applications
  • Knowledge of the Industrial Security Program (NISP), Foreign Ownership, Control, or Influence (FOCI), entity vetting, counterintelligence, or related DCSA missions is .
Additional Requirements:
  • Must be able to provide proof of U.S.citizenship
  • Must possess or have the ability to obtain and maintain Top Secret security clearance throughout the period of performance.
  • Must be capable of working primarily at designated DCSA facilities, including DCSA Headquarters at the Russell-Knox Building in Quantico, Virginia, and Stafford, Virginia, as required.
  • Must be available to support alternate work schedules when necessary to meet operational tempo and mission requirements.
  • Must be willing and able to travel to DCSA regional field office locations or other Government locations when required.
  • Must comply with applicable DCSA, Department of Defense, security, information protection, and contractor personnel requirements.
  • Must successfully complete all Government-required training applicable to assigned responsibilities.
  • Must designate or support an authorized alternate capable of acting on behalf of the Contractor during the Program Manager’s absence to ensure continuity of contract operations.
Education:
  • Master’s Degree (or higher-level degree) in Program/Project Management, Business Management, Finance, Information Technology/Computer Science, Logistics Management, or related discipline
  • Project Management Professional (PMP) certification is required and must be current at the time of contract award and maintained throughout the life of the contract.
