Job summary

McKinstry in Spokane is launching the McKinstry Academy and seeks a hands-on Program Manager, Enterprise Workforce Development to lead on-site operations, cohort logistics, learner support, and placement handoffs, turning the academy into a real career pathway.

The role requires 5+ years in program management and workforce development, strong ops and scheduling, stakeholder coordination, and an on-site presence in Spokane. A bachelor's degree is preferred.

  • Experience with cohort-based training and education programs preferred.
  • Ability to coordinate instructors, business SMEs, external partners and internal teams in a fast-moving environment.
  • Excellent communication, organization, judgment and follow-through.

Responsibilities

  • Academy Operations & Cohort Delivery: plan and manage day-to-day operating rhythm for cohorts, schedules, rooms, facilities, equipment, materials, attendance, records, communications, and learner support.
  • Instructor, SME & Curriculum Partner Coordination: align curriculum delivery, rotations, and hands-on activities with internal and external partners.
  • Learner Experience, Career Counseling & Placement Handoffs: manage learner journey from onboarding to placement handoffs into Talent Acquisition or education partners.
  • Local Workforce Development Inventory & Insights: capture and maintain visibility into Spokane-area workforce activities and relationships.
  • Safety, Facility & Program Readiness: ensure safe, compliant, and ready learning environments and activities.
  • Metrics, Reporting & Continuous Improvement: track progress, surface risks, and drive improvement with leadership.

What does it look like to launch something from the ground up - and watch it change people's careers? McKinstry is looking for a Program Manager, Enterprise Workforce Development to be the on-site leader who brings the up-and-coming McKinstry Academy to life in Spokane.

This is a hands-on, operationally-driven role where your work shows up every day in the learners walking through the door, the instructors ready to teach, the schedules that run on time, and the graduates who land meaningful careers at McKinstry. You'll manage the full operating rhythm of the Academy - from cohort logistics and facility readiness to learner support and placement handoffs - so the Academy delivers on its promise as a real career pathway, not just a program. You'll also play a key role in getting this transformational idea of the ground and up and running.

What you'll be driving:
  • Academy Operations & Cohort Delivery: Plan and manage the day-to-day operating rhythm for Academy cohorts - schedules, rooms, facilities, equipment, materials, attendance, records, communications, and learner support. When the Academy runs smoothly, learners feel it from day one.
  • Instructor, SME & Curriculum Partner Coordination: Coordinate McKinstry instructors, business SMEs, functional trainers, external curriculum partners, education partners, and guest contributors so curriculum delivery, rotations, and hands-on activities are always ready and aligned - nothing falls through the cracks on your watch.
  • Learner Experience, Career Counseling & Placement Handoffs: Own the learner journey from selection and onboarding through cohort completion, career counseling touchpoints, and placement handoffs into Talent Acquisition, apprenticeship, technical tracks, or education partners. You're the person learners count on.
  • Local Workforce Development Inventory & Insights: Partner with local leaders and teams to capture, organize, and maintain visibility into Spokane-area workforce development activities, key relationships, events, and pathway opportunities - so Academy planning stays connected to the regional landscape.
  • Safety, Facility & Program Readiness: Partner with leadership, Facilities, Safety, Construction/Labor partners, and regional leaders to ensure the Academy environment, equipment, tours, rotations, and hands-on learning activities are safe, compliant, and operationally ready at all times.
  • Metrics, Reporting & Continuous Improvement: Track cohort progress, participation, completion, partner activity, learner feedback, and placement outcomes. Surface risks and improvement opportunities to leadership and stakeholders - you don't just run the data, you use it to make the Academy better.
What You Need to Succeed at McKinstry:
  • 5+ years of experience in project and program management, workforce development, training operations, education programs, talent development, operations, community partnerships, or related work.
  • Strong program operations skills - scheduling, logistics, stakeholder coordination, participant communications, records management, issue tracking, and execution across multiple workstreams.
  • Experience supporting cohort-based, training, education, workforce, or community pathway programs preferred.
  • Ability to coordinate technical instructors, business SMEs, external partners, and internal teams in a fast-moving operational environment.
  • Strong communication, organization, judgment, participant support, problem-solving, and follow-through - you keep things moving and people informed.
  • Working knowledge of safety, facilities, hands-on learning, field/jobsite environments, or technical training operations preferred.
  • Ability to track activity, maintain accurate records, prepare reporting inputs, surface barriers, and support continuous improvement.
  • On-site presence in Spokane required - this role is at the heart of the action.
  • Bachelor's degree in Human Resources, Education, Business, Operations, Organizational Development, Communications, or related field preferred; equivalent experience considered.

The pay range for this position is $80,100 - $120,960 per year; however, base pay offered may vary depending on job-related knowledge, skills, and experience. Base pay information is based on market location. A bonus may be provided as part of the compensation package, in addition to a full range of medical, financial, and/or other benefits, dependent on the position offered.
