Program Manager - Educational Management (Language Division)

Description

Global Language Center (GLC) is a Woman Owned small business providing a wide array of professional language services to the US Government and commercial clients worldwide. Founded in 1996, GLC has grown because of our superb performance, care of employees, and in-depth language expertise. We offer several language services customized to our clients’ organizational or individual needs covering over 60 different languages and dialects, including foreign language instruction and cultural awareness training for Government employees. GLC has been working with the State Department for the last 12 years, providing foreign language training for Foreign Service Officers, Diplomats, and Ambassadors. We have increased our full-time staff to over 240 instructors, curriculum developers, testers, distance learning mentors, and support staff.

We plan to expand our staff over the next nine months, and the addition of a highly skilled Program Manager is critical for our continued success. The successful candidate will manage a team of teachers instructing new foreign languages and cultures to the U.S. diplomatic corps, supporting the diplomatic goals of the United States during a period of significant challenges.

Duties

  1. Staff Management
  2. Apply knowledge of personnel management, including responsibilities under applicable labor laws, to manage and monitor employee activities.
  3. Use management and leadership skills in consulting, coaching, mentoring, and directing employees from diverse backgrounds.
  4. Coordinate training, coaching, and development to ensure high-quality language instruction.
  1. Client Communications
  2. Meet with Federal Government officials (CO, COR, ACOR, or GTM) regarding assignments, performance, conduct, planning, and updates.
  3. Inform relevant officials of issues requiring Government attention.
  4. Participate in client meetings with current and accurate program performance information.
  5. Provide timely reports and proactively anticipate risks with mitigation plans.
  1. Program Administration
  2. Lead transition plans at all phases.
  3. Design and maintain spreadsheets to monitor staffing allocations.
  4. Track open positions and coordinate resource filling.
  5. Implement and enforce policies for staff and contractors.
  6. Monitor contractor time and attendance to ensure compliance.
  1. Performance Monitoring & Quality Control
  2. Monitor employee performance and provide feedback.
  3. Implement Performance Improvement Plans when necessary.
  4. Lead quality control efforts.

Qualifications

Required Qualifications

  • MA/MS or Ph.D. in applied linguistics, language education, second language acquisition, or related field.
  • At least two years of foreign language program administration experience.
  • At least three years of experience as a language instructor, tester, or curriculum developer.
  • Minimum of 4,500 hours leading and directing programs.
  • Experience managing a staff of 100+ in a related field.
  • Experience managing non-native U.S. citizens.
  • Management experience in budget tracking on large government contracts.
  • Excellent communication skills in English.
  • Proactive in recruiting, hiring, and training.

Additional Preferred Qualifications

  • Experience managing non-native U.S. citizens in diverse cultural settings.
  • Knowledge of adult language teaching principles, curriculum design, evaluation, or teacher training.
  • Experience providing teacher training.
  • Experience with ILR scale testing in adult learning environments.
  • Project Management Professional Certification (preferred).
