SUMMARY DESCRIPTION:

The Global Health Advocacy Incubator (GHAI) is seeking a Program Manager to support the Health Systems Strengthening (HSS) unit and Drowning Prevention program. This position reports to Vice President of Health Systems Strengthening. The HSS portfolio currently includes Prevent Epidemics, Immunization, Data for Health (Vital Statistics), Drowning Prevention, Hypertension, and the CSO Budget Advocacy Accelerator.

This position will provide program management for the Drowning Prevention work. GHAI supports the governments of Uganda, Ghana and Vietnam in implementing proven drowning prevention interventions and advocates for the sustainability of these interventions once external donor financing ends. GHAI builds capacity with local and international partners to support the funding and implementation of programs aimed at reducing child deaths and injuries from drowning. GHAI also supports a global drowning prevention communications program.

This position will also support the CSO Budget Advocacy Accelerator in coordination with the Vice President of Health Systems Strengthening and the Director of Capacity Strengthening. The Accelerator is a year-long program designed to strengthen civil society capacity for budget advocacy across the Africa and Asia region, fostering leadership and catalyzing advocacy for increased epidemic preparedness funding and greater accountability in the budget process. The program combines online and in-person coursework with a capstone project.

POSITION OVERVIEW:

GHAI seeks a Program Manager to support the HSS team in managing advocacy programs and initiatives across multiple global public health issues in over 20 countries. This role has two core functions. First, the Program Manager will lead the development and implementation of the CSO Budget Advocacy Accelerator, managing its RFP process, curriculum materials, and partner performance. Second, the Program Manager will provide donor management, budget coordination, grants management, and reporting support to the Drowning Prevention and Immunization programs. This person will provide additional support across other HSS programs as needed and directed by the Vice President, HSS working collaboratively across the GHAI HSS and Core teams.

This position is based in Washington, DC, and is open to U.S. citizens and other applicants who already possess U.S. work authorization. GHAI operates under a hybrid work model and requires full-time staff to be in the office two days a week, Monday through Thursday.

WHAT YOU'LL ACCOMPLISH:

I. Drowning Prevention Program Support

Provide the following functions in direct support of the Drowning Prevention:

Budget coordination with Finance Team

• Support development of budget proposals for program renewals and expansions in coordination with the finance team.
• Track budget status through monthly coordination calls with finance team members to identify issues and plan for future expenses.
• Track program expenses and coordinate submission of invoices with supporting justification.

Grants management

• Manage the RFP process for this program, including gaining donor approvals, publicizing the RFP, collecting and collating proposals for team review, coordinating meetings with donors, scheduling interviews with potential CSO partners, and preparing final decision documentation for donor submission.
• Coordinate technical assistance meetings with the Director, HSS Communications to assess grantee capacity and plan follow-up technical assistance for DP grantees.

Reporting

• Draft and oversee production of monthly, semi-annual, and annual funder reports, including capturing and documenting technical assistance provided.
• Coordinate with local teams and partners to track and document progress.

Coordination

• Liaise with grants, contracts, and admin teams to ensure timely issuance of grants, contracts, and invoices.
• Respond to information requests from the team, global partners, and grantees.
• Create briefing materials on the programs and assist with onboarding new team members.
• Support document production needs of the group, including formatting reports, proofreading, and preparing presentation materials.
• Organize all travel and events for the Drowning Prevention team.

II. CSO Budget Advocacy Accelerator Management

• Manage the CSO Accelerator Request for Proposal (RFP) process, including preparing the application form, sorting and refining applications, overseeing the feedback process, scheduling and conducting CSO interviews, and selecting CSO cohort participants.
• Draft and support the development of CSO Accelerator programmatic materials, including project timelines, one-pagers, presentation templates, and talking points.
• Serve as a thought partner to the Vice President and Director of Capacity Strengthening, participating in and following up on meetings to strategize and support the development and execution of advocacy strategies.
• Review and track CSO Accelerator partners' deliverables, reports, and campaign materials to ensure workflow, progress, and key milestones are met on deadline.
• Contribute to Accelerator-related business development materials, including one-pagers, informational presentations, and proposal documents.

III. Broader HSS Support

• Draft and compile updates for regular HSS reporting, including monthly and annual donor reports for Gavi, and organizational reporting, as needed across programs.
• Monitor expenditures and resources as needed across assigned programs to ensure spending stays within budget.
• Manage knowledge management systems, including organization and maintenance of shared drives and related content.
• Perform additional duties as directed by the Vice President, HSS.

SKILLS YOU'LL BRING TO THE ROLE:

• Bachelor's degree required in public policy, international development, or a related field.
• 3+ years of relevant experience in program management, grants management, or public health advocacy, ideally in a global health or international development setting.
• Experience managing donor relationships and donor reporting cycles; familiarity with global health funders such as Gavi or Bloomberg Philanthropies is a plus.
• Demonstrated experience with budget development, monitoring, and coordination with finance teams.
• Experience managing RFP or competitive grant-making processes, including work with civil society organization (CSO) partners.
• Excellent written and verbal communication skills, including report drafting and presentation development.
• Strong organizational skills and ability to manage multiple work streams and deadlines across several programs simultaneously.
• Ability to work independently and collaboratively in a hybrid, multicultural, and multi-country team environment.
• Existing U.S. work authorization required; based in or willing to relocate to Washington, DC.
• Up to 10 percent international travel is required.
