Job summary

The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids, seeks a mid‑career lawyer to lead CRVSID reform in LMICs. You will supervise in‑country consultants and civil society grantees, and provide direct technical assistance to governments.

You will work with government officials, drafters, and parliament committees, developing country strategies and organizing workshops. This role advances human rights and legal identity for marginalized communities.

Qualifications

SUMMARY DESCRIPTION:

The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids, supports legal and policy change campaigns around the world to improve public health. GHAI is one of twelve implementing partners in Bloomberg Philanthropies’ Data for Health (D4H) Initiative. The Initiative works with low- and middle-income countries to build stronger CRVS systems, cancer registries, and public health data capacity. Within that partnership, GHAI undertakes the legal and advocacy work to provide technical assistance for the review and reform of national CRVS legal frameworks, and to lead and supervise in‑country civil society grantees advocating for the political prioritization of CRVS reform and investment.

GHAI seeks a mid‑career lawyer with global policy experience to lead legal reform of civil registration, vital statistics and legal identity (CRVSID) systems in low‑and‑middle‑income countries. You will lead country‑level legal diagnosis and reform and manage a portfolio of country programs – including in‑country legal consultants and civil society grantees to build political support – as well as providing direct technical assistance to governments. We seek someone with experience and understanding of legislative processes so that we can assist in delivering legal reforms. This is an opportunity to advance fundamental human rights and work towards securing legal identities for all, in particular marginalized communities. In this role, you will provide strong legal advice, manage in‑country consultants, work directly with government officials, and provide thought leadership in an evolving and foundational area of law and policy.

WHAT YOU’LL ACCOMPLISH:

Lead Legal Diagnosis and Reform

• Review CRVS and legal identity frameworks and evaluate them against international best practice, identifying the provisions that drive exclusion.
• Train and supervise in‑country legal consultants and conduct reviews of national CRVS legal frameworks.
• Supervise and provide technical legal advice and drafting support for legal reform — primary legislation, subsidiary regulation, and administrative procedure.
• Work directly with government officials, ministry lawyers and registrars‑general, and with legislative drafters and parliamentary committees.
• Develop country legal strategies as an integrated part of overall CRVS reform and implementation strategy, in collaboration with partners.
• Organize and lead workshops, meetings, and conferences.
• Participating in coordination meetings and technical working groups.

Manage Country Programs

• Manage a portfolio of country programs, including workplans, deliverables and timelines across multiple jurisdictions simultaneously
• Identify, assess, contract and oversee in‑country legal consultants and civil society grantees; manage subgrant performance and compliance
• Oversee grantee advocacy campaigns for the political prioritization of CRVS legal reform, with support from GHAI's advocacy team
• Report on progress and results to GHAI leadership, D4H partners and Bloomberg Philanthropies

Build the Field and Lead Thought Leadership

• Produce global position papers, legal analyses, journal articles, case studies, blogs and toolkits, including work situating CRVSID law within public health law jurisprudence more broadly.
• Contribute to GHAI’s comparative CRVS laws database and its use as a global public good.
• Design and lead workshops, convenings, technical meetings and conferences; teach and mentor others on international legal best practice in CRVS.
• Position GHAI as the recognized global authority on CRVS and legal identity law.

Advance Equity and Inclusion

• Identify and pursue opportunities to strengthen gender equity, and the registration rights of marginalized, displaced and stateless populations, through legal reform.
• Work with GHAI’s gender policy lead to develop the gender dimension of CRVS law at national, sub‑national and global level.

Work Across the Partnership

• Coordinate with government agencies, D4H implementing partners, UN bodies, international stakeholders and funders.
• Participate in technical working groups, global meetings, monthly and quarterly funder calls, and in‑person convenings.
• Provide ongoing legal technical assistance across the portfolio as requested.

SKILLS YOU’LL BRING TO THE ROLE:

• J.D. or equivalent first‑level legal degree from an accredited law school.
• 5+ years of relevant post‑qualification legal experience.
• Experience working on public health, human rights, or broader development issues, including analyzing laws against international norms and best practices.
• Ability to use legal analysis to advance policy objectives, ideally in an international context.
• Knowledge of legislative and regulatory processes and experience in legislative drafting.
• Program or project management experience, including managing international projects.
• Excellent analytical, legal writing, and research ability.
• Experience working effectively across cultures and with diverse stakeholders.
• Ability to take initiative and work independently with general supervision while managing multiple projects and competing deadlines in a fast‑paced team environment.
• Willingness and ability to travel internationally up to 20%.
• Full professional proficiency in English.

Preferred Qualifications:

• Professional proficiency in French or other languages for work in Francophone countries.
• Experience designing and delivering training for government lawyers and local advocates on public policy or public health legal issues.
• Experience publishing or developing public‑facing policy arguments.
• Experience with a public policy, human rights, or advocacy organization in a global setting.
• Experience living or working outside the United States.
• Proficiency with Microsoft Office, Teams and Zoom.
