Three Wire Systems is seeking a qualified Program Manager to lead an DoD Employee Assistance Program, coordinating with the DoD/WHS Office of Civilian Human Resources and guiding contractor deliverables.

The role requires five years of project management, budgeting, billing, and data management, with strong proficiency in Word/Excel, and the ability to prepare monthly and quarterly reports.

Qualifications

• Minimum five (5) years of experience in project management, including budget reconciliation, data management, billing, customer service.
• Proficient with Microsoft Word, Excel, and web-based applications.
• Master's or equivalent graduate degree in business, health care administration, or related field, or two years of progressive graduate study toward a master's degree.

Responsibilities

• Serve as the dedicated Program Manager with DoD/WHS Office of Civilian Human Resources to support all aspects of the program.
• Develop and recommend guidelines for identifying and referring employees needing help with personal issues.
• Oversee contractor staff performance and deliverables; support government with requirements.
• Review program operations monthly and coordinate adjustments with COR.
• Review and validate monthly invoices before submission; manage financial reporting and utilization reporting.
• Maintain the Quality Control Plan and oversee monthly/quarterly/annual reporting.
• Notify COR in writing about malpractice claims and ensure DoD/EAP coordinator is notified within required timelines.
• Recommend staffing and placement based on geographic dispersion and utilization; analyze staff placement annually.
• Attend post-award conferences and periodic progress meetings.
