Job summary

Expression is seeking an experienced Program Manager to lead a long-term DHS/CISA enterprise engineering and operations support program in the DMV area and Pensacola, FL. The PM will oversee IT services spanning networking, IAM, mobility, cloud hosting, collaboration, and communications, while ensuring security clearance requirements are met.

The role demands PMP and ITIL certifications, 5+ years in IT program management, and strong leadership with excellent communication and stakeholder

Qualifications

Responsibilities

• Deliver weekly status reports, monthly program reviews and financial reports.
• Plan and lead program transition-in and transition-out, and conduct kick-off meetings.
• Be reachable by phone [phone] ET, Monday–Friday, and respond to requests within one hour.

Job description

Program Manager Expression is seeking an experienced Program Manager (PM) to lead the execution of a long-term Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) enterprise engineering and operations support program. The PM provides strategic leadership across a diverse IT services portfolio supporting enterprise networking, identity and access management, mobility, cloud hosting, collaboration, and communications.

Work Location: Onsite in the DMV area and Pensacola, Florida. Security Clearance: Active Top Secret clearance with SCI eligibility required. Must obtain and maintain a favorable DHS Fitness (Entry-on-Duty) determination prior to receiving unescorted access to Government facilities.

Responsibilities

• Direct all contractor work under the task order and serve as the senior single point of contact to the Government.
• Own performance tracking and reporting, quality control, risk management, invoicing, staffing, and subcontractor management.
• Deliver weekly status reports, monthly program management reviews, monthly financial reports, organizational charts, and the quality control plan.
• Plan and lead program transition-in and transition-out and conduct the kick-off meeting.
• Be available by phone [phone] ET, Monday–Friday, and acknowledge technical problem requests within one hour.

Required Qualifications

• Bachelor's degree in management, computer science, or information systems.
• Minimum 5 years of experience in IT program management.
• In lieu of a bachelor's degree, an additional 10 years of experience in IT program management, for a total of 15 years.
• PMP (Project Management Professional) certification.
• ITIL Foundation certification.
• Experience applying Agile and Scrum methodologies.
• Excellent leadership, organizational, communication, and customer engagement skills.
