Program Management Director Location: Tampa, FL Industry: Defense Manufacturing / Capital Projects / Energetics / Chemical Manufacturing Employment Type: Full-Time Travel: 25% / As required for customer, supplier, facility, and executive-level meetings Salary: Up to $230k/yr. (+ bonus structure)

Position Summary SRG Government Services is supporting a growing defense manufacturing organization seeking a highly experienced Program Management Director to lead complex defense capital projects and manufacturing programs from inception through execution, including construction, commissioning, production ramp-up, customer delivery, and financial performance. This is not an IT, cyber, intelligence, or software program management role. The ideal candidate will have experience owning large-scale capital, construction, manufacturing, industrial, energetics, chemical, ordnance, aerospace, or defense manufacturing programs with annual budgets of approximately $100M+ per year. This individual will be responsible for overall program execution, customer satisfaction, budget performance, schedule management, risk mitigation, resource planning, and cross-functional team leadership.

Key Responsibilities
  • Lead the planning, execution, and delivery of complex defense capital projects and manufacturing programs.
  • Own program performance across scope, schedule, budget, risk, quality, customer satisfaction, and financial results.
  • Manage programs with annual budgets of approximately $100M+ per year.
  • Serve as a primary point of contact for customers, suppliers, internal leadership, and external stakeholders.
  • Develop and manage program plans, milestones, timelines, budgets, forecasts, and reporting requirements.
  • Lead cross-functional teams across engineering, manufacturing, operations, finance, supply chain, contracts, facilities, and administrative functions.
  • Provide programmatic and technical leadership, coaching, mentoring, and guidance to employees assigned to the program.
  • Ensure required resources, including engineering, manpower, production, facilities, and supplier support, are available to meet program objectives.
  • Identify, assess, and mitigate program risks while ensuring compliance with contractual, regulatory, and customer requirements.
  • Prepare and deliver executive-level briefings to internal leadership, customers, government officials, and technical teams.
  • Direct the preparation of proposals, business plans, proposal work statements, specifications, operating budgets, and financial terms and conditions of contracts.
  • Support business roadmaps and strategies to grow the program portfolio.
  • Maintain strong customer communication and overall management of the customer relationship.
  • Ensure program documentation, reports, records, and contract-related materials are accurate, complete, and traceable.
  • Represent the company professionally with external customers, partners, and stakeholders.
Required Qualifications
  • Bachelor s degree with a minimum of 20+ years of relevant experience.
  • Proven experience managing large, complex capital projects, manufacturing programs, facility construction, facility commissioning, production ramp-up, or defense industrial base programs.
  • Experience owning and managing programs with annual budgets of approximately $100M+ per year.
  • Experience must be tied to capital projects, construction, manufacturing, production facilities, industrial operations, energetics, chemicals, ordnance, aerospace, or defense manufacturing environments.
  • Experience managing program scope, schedule, budget, financial performance, risk, resources, and customer satisfaction.
  • Strong knowledge of defense industry regulations and requirements, including ITAR, DFARS, and FAR.
  • Experience working in fast-paced, complex, and highly regulated environments.
  • Strong communication, negotiation, presentation, and interpersonal skills.
  • Experience working directly with customers, executive leadership, suppliers, and internal stakeholders.
  • Strong analytical and problem-solving skills with the ability to make data-driven decisions.
  • Experience creating project schedules, milestone charts, status reports, executive briefings, and value-added presentations.
  • Proficiency with Microsoft Office Suite and project management tools such as Microsoft Project, Visio, ERP systems, or similar platforms.
  • Program strategy and capture experience.
  • Must be authorized to work in the United States.
Preferred Qualifications
  • Master s degree in Business, Engineering, or a related field.
  • PMP or equivalent program/project management certification.
  • Experience managing programs with budgets exceeding $300M.
  • Experience with Undefinitized Contract Actions.
  • Experience with construction, commissioning, or ramp-up of manufacturing facilities.
  • Experience in energetic materials, chemical manufacturing, propellants, explosives, ordnance, munitions, or related defense manufacturing environments.
  • Earned Value Management System experience.
  • Experience leading cross-functional teams across multiple business organizations and customer communities.
Ideal Candidate Profile

The ideal candidate will be a senior program leader with experience managing large-scale capital projects, manufacturing programs, facility buildouts, commissioning efforts, production ramp-up, and complex customer-facing defense programs. This person should be comfortable owning cost, schedule, risk, resources, customer satisfaction, and financial performance while leading cross-functional teams through high-visibility program requirements.
