Job description

SUMMARY

The Program Manager DoD SkillBridge opportunity is designed for transitioning service members who are ready to translate military leadership, mission execution, operational planning, logistics, readiness, and resource stewardship into civilian program management. The participant gains structured, hands‑on experience supporting measurable mission outcomes, compliant contract performance, predictable financial results, client trust, employee readiness, and profitable growth. The role integrates scope, schedule, cost, quality, staffing, risk, issues, stakeholders, subcontractors, and communications across assigned programs or workstreams.

Placement at the Manager level is appropriate for candidates with experience leading defined missions, projects, teams, work centers, operational functions, or comparable workstreams. Placement at the Senior Manager level is appropriate for candidates with experience leading complex operations, multiple teams or functions, significant resources, senior stakeholders, or high‑risk mission execution. Final placement is based on demonstrated transferable capability, sustained military and professional performance, complexity of prior assignments, span of responsibility, leadership impact, and business need. Participation is subject to service‑specific SkillBridge eligibility and command approval.

DUTIES AND FUNCTIONS
SkillBridge Development & Military-to-Civilian Transition
  • Complete a structured orientation to Loyal Source, federal contracting, program management governance, client protocols, compliance expectations, and the government services operating environment.
  • Translate military terminology, achievements, and leadership experience into civilian program management competencies and business outcomes.
  • Shadow and support experienced Loyal Source program leaders in planning, client communication, staffing, financial reviews, risk management, quality, reporting, and cross‑functional governance.
  • Apply military strengths—including disciplined execution, mission focus, adaptability, accountability, team leadership, and decision‑making under pressure—to program deliverables.
  • Receive coaching, feedback, and development planning focused on readiness for a civilian Program Manager role at the appropriate level.
  • Build familiarity with commercial financial concepts, including revenue, labor cost, budgets, forecasts, margin, invoicing, receivables, and variance narratives.
  • Demonstrate progress through documented learning objectives, work products, professional conduct, and successful completion of assigned program management activities.
Client Satisfaction & Relationship Management
  • Build and sustain effective relationships with government clients, including Contracting Officers, Contracting Officer’s Representatives, program stakeholders, and mission partners, while following contractual and organizational communication protocols.
  • Prepare and deliver clear client and executive communications, performance updates, variance narratives, recovery plans, and decision recommendations.
  • Support timely issue resolution, transparent escalation, and service recovery to protect client confidence and mission outcomes.
Delivery & Operational Excellence
  • Translate contract requirements, statements of work, deliverables, quality standards, and client expectations into executable plans, milestones, ownership, and operating rhythms.
  • Manage day‑to‑day program execution across scope, schedule, cost, quality, staffing, resources, dependencies, risks, issues, and changes.
  • Maintain accurate, audit‑ready program controls, including action logs, risk and issue registers, decision records, deliverable trackers, staffing plans, status reports, and governance artifacts.
  • Monitor key performance indicators, service levels, staffing metrics, quality results, client feedback, and operational trends; identify root causes and implement corrective actions.
  • Support transition, mobilization, closeout, recompete, renewal, and expansion activities throughout the program lifecycle.
Financial Performance & Program Stewardship
  • Manage program financial performance through budget tracking, forecasting, labor‑cost management, margin analysis, invoice and receivables coordination, and timely identification of financial risks.
  • Protect program profitability by anticipating margin pressure, improving forecast accuracy, recommending recovery actions, and converting financial data into operational decisions.
  • Develop clear financial and operational variance narratives and escalat emerging risks before they become critical.
Risk, Quality & Compliance
  • Identify, assess, document, and mitigate risks, issues, opportunities, assumptions, constraints, and dependencies.
  • Ensure assigned activities comply with contract requirements, quality standards, work authorizations, reporting obligations, client protocols, and Loyal Source policies.
  • Oversee subcontractor or vendor performance, as assigned, including quality, schedule, documentation, and contractual compliance.
Leadership & Talent Development
  • Support workforce readiness through role clarity, onboarding coordination, staffing alignment, performance management, coaching, retention actions, and succession planning.
  • Exercise sound judgment, make timely decisions within delegated authority, communicate risks transparently, and create clear accountability across teams.
  • At the Senior Manager level, lead high‑risk issue resolution, advise Directors and Division leadership on operational and financial tradeoffs, strengthen repeatable controls, and identify margin‑protection opportunities.
Strategic Planning & Collaboration
  • Lead cross‑functional coordination with Finance, Contracts, Recruiting, Human Resources, Quality, Information Technology, Security, Growth, Capture, and Operations.
  • Surface account insights, operational proof points, customer intelligence, and growth opportunities in partnership with Growth and Capture teams.
  • Perform other duties as assigned in support of client, program, Division, and enterprise priorities.
EDUCATION AND EXPERIENCE
  • Current transitioning service member who meets applicable DoD SkillBridge and service‑specific requirements and can obtain written command approval before participation begins.
  • Bachelor’s degree in business, program or project management, operations, public administration, healthcare administration, or a related field is preferred; equivalent military education, leadership training, technical training, and relevant experience will be considered.
  • Demonstrated military or civilian experience leading missions, projects, operations, teams, work centers, logistics, readiness, training, maintenance, intelligence, healthcare, security, or other complex functions.
  • Evidence of managing competing priorities, deadlines, risks, personnel, resources, and stakeholders while maintaining accurate documentation and follow‑through.
  • Ability to learn and apply civilian program financial concepts, including budgets, forecasts, labor‑cost drivers, margin performance, and variance analysis.
  • Strong written, verbal, facilitation, briefing, problem‑solving, and leadership communication skills.
  • Proficiency with Microsoft Office applications and the ability to learn program management, financial, reporting, and collaboration systems.
  • Ability to satisfy all client, contract, credentialing, background, security, and access requirements associated with the position.
PREFERRED REQUIREMENTS
  • Military leadership experience comparable to managing a workstream, program, department, detachment, company, squadron, division, staff function, or complex operational team.
  • Experience with operational planning, logistics, resource allocation, readiness, training, compliance, quality, process improvement, or mission assurance.
  • Experience briefing senior military, government, coalition, or civilian leaders and coordinating across multiple organizations.
  • Familiarity with federal government missions, acquisition, contracting, healthcare staffing, professional services, or mission‑critical operations.
  • Knowledge of PMBOK principles or progress toward Project Management Professional, Certified Associate in Project Management, Lean Six Sigma, or a comparable program, quality, financial, or operational certification.
  • Experience leading geographically dispersed teams, contractors, vendors, or multi‑functional organizations.
  • Must be open to travel based on evolving business and client needs.

There are no supervisory responsibilities.

WORK ENVIRONMENT/CONDITION

This position operates in professional office, remote, client‑site, and program‑delivery environments. The participant routinely uses computers, telephones, virtual collaboration platforms, and program‑management systems; attends virtual and in‑person meetings; reviews detailed information; and communicates with internal and external stakeholders. Travel and work outside standard business hours may be required based on client, contract, transition, incident‑response, training, or operational needs.

An indoor office space with proper lighting and climate‑controlled setting.

PHYSICAL DEMANDS

The position routinely requires extended periods of sitting, computer and telephone use, reading, writing, speaking, listening, and reviewing detailed information. The participant may occasionally be required to stand, walk, reach, lift, or carry items associated with normal office and program operations.
