Job description

TAPPS is posting this position on behalf of our client, Neutrolis.

About Neutrolis

Neutrolis, Inc. is a clinical-stage biotechnology company developing NTR-1011, a recombinant DNASE1L3–HSA fusion protein that targets neutrophil extracellular traps (NETs) for autoimmune diseases, initially systemic lupus erythematosus (SLE) and rheumatoid arthritis (RA). The company was founded in 2017 providing pivotal research that helped establish the understanding of NETs and their role in disease. With a growing team based in Lexington, Ma and a new headquarters, the team is adding great talent at a rapid pace. With solid funding backed by investors including Morningside, Prefix Capital, and PBJ Capital the company is well positioned for success in 2027 and beyond.

Role Summary

The Program Manager owns the operational backbone of the program team. Working at the intersection of every program function, you will build and maintain the integrated development plan (IDP) and program timeline; tracking deliverables, dependencies, risks, and budget across the team(s). You will partner closely with the Program Lead, who sets program strategy, to make sure the plan is executed, visible, and current. You won't be the subject-matter expert for each function; you'll be the person who brings their work together into one plan and drives the team to execution. Our team is moving from planning into clinical execution, and we need an experienced Program Manager who can keep a small, fast-moving cross-functional team organized and on schedule. This is a hybrid role based at our office in Lexington, MA. The Director, Program Manager will work onsite 3–4 days per week to stay closely connected with the program team. We are not open to relocation for this position therefore there is a strong preference for local candidates within commutable distance.

Key Responsibilities
Integrated planning and timelines
  • Lead development and execution of the IDP and master program timeline across clinical, nonclinical, CMC, regulatory, biostatistics/PK, safety, and finance.
  • Establish the critical path, interdependencies, and milestone logic across functions; flag slippage early and propose recovery options.
  • Run scenario and “what-if” timeline analyses to support go/no-go and resourcing decisions.
  • Work with the Program Lead and functional leads to translate program strategy into clear short- and long-term goals.
Cross-functional tracking and execution
  • Track deliverables, owners, and due dates for every function, consolidating sub-team updates into Smartsheet and program dashboards as the single source of truth.
  • Maintain the program RAID log (risks, assumptions, issues, dependencies) and facilitate mitigation planning with functional leads.
  • Coordinate readiness for key events, including protocol finalization, regulatory interactions, CRO and vendor start-up, and study execution.
  • Drive resolution of program-level execution conflicts, escalating to leadership only when needed.
Team operations and governance
  • Help build the program team culture from the ground up, shaping how the team communicates, sets norms, and works together. This is a rare chance to put your stamp on how a growing organization operates.
  • Chair program team meetings: set agendas and priorities, and document decisions, action items, and open risks.
  • Prepare program status updates and governance materials for leadership and the Board of Directors and, as needed, for investor or partner diligence.
  • Keep program plans aligned with corporate objectives and leadership-team decisions.
  • Establish lightweight, repeatable processes (meeting cadence, escalation paths, decision tracking) suited to a growing biotech.
  • Build and maintain strong working relationships with stakeholders across functions and leadership, understanding their priorities and keeping them informed.
Budget and resource management
  • Partner with Executive Leadership team, Finance and functional leads to build and monitor program budgets, forecasts, and resource needs; reconcile spend against plan and flag variances.
Business development, commercial, and portfolio support
  • Incorporate commercial, business development, and corporate communications strategy into program planning.
  • Support data-room preparation and provide timeline and budget inputs for partnering and financing activities.
  • Keep program information consistent across internal, investor, and partner-facing materials.
Qualifications Required
  • BS/BA in life sciences or a related field (advanced degree or PMP certification a plus).
  • 7+ years in biotech or pharma drug development, including 4+ years in program or project management supporting clinical-stage assets.
  • Hands-on Phase 2 clinical development experience, plus a working understanding of the full development lifecycle from IND through registration.
  • A self-starter who drives work forward without waiting to be directed.
  • Proven ability to manage integrated timelines, budgets, and multiple stakeholders simultaneously; strong command of MS Project, Smartsheet, or comparable tools.
  • Experience working with CROs, CMOs, and other external vendors.
  • Excellent written and verbal communication; comfortable challenging senior colleagues respectfully and driving decisions to closure.
Preferred Experience
  • Experience with biologics or protein therapeutics.
  • Autoimmune, rheumatology, or immunology experience.
  • Prior work in a small or mid-sized biotech, with comfort building structure where little exists.
  • Exposure to regulatory interactions (IND, Type B/C meetings) and partnering or due-diligence processes.
Who You Are

Structured and detail-oriented, yet able to simplify. Proactive about risks. Highly collaborative. Credible with scientists, clinicians, and executives alike. Comfortable with ambiguity and hands-on in a small, high-accountability team.
