Position Summary

The CalAim program manager oversees UBH’s CalAim program, serving as the primary contact for managed care plans related to Housing Navigation, Tenancy & Sustaining Services, Housing Deposits, and Day Habilitation services. The role involves managing Intensive Case Management Services (ICMS) for homeless families, focusing on improving stability across health, housing, employment, education, and family wellness, while ensuring access to entitlement benefits and mainstream resources.

The manager supervises day-to-day operations, including staff performance, contract compliance, QA audits, budgeting, and outcome tracking. The role emphasizes trauma-informed care, crisis intervention, and community partnership development to support housing stabilization and service linkage.

Essential Functions

  1. Program Oversight: Ensure services meet best practices and contractual obligations.
  2. Staff Supervision: Manage and mentor staff, promoting best practices like Motivational Interviewing, Harm Reduction, and Trauma-Informed Care.
  3. Claims Management: Oversee accurate billing for provider encounters.
  4. Client Support Monitoring: Supervise staff providing housing and supportive services.
  5. Rental Assistance Coordination: Oversee rental aid requests and liaise with landlords.
  6. Resource Collaboration: Work with other UBH programs to optimize resource use.
  7. Hiring and Training: Lead recruitment, onboarding, and staff development.
  8. Staff Development: Conduct regular training and case conferences.
  9. Guidance and Supervision: Support staff with crisis intervention and compliance monitoring.
  10. Partnership Management: Maintain relationships with landlords and community partners.
  11. Client Needs Addressing: Ensure comprehensive support addressing housing, health, and other needs.
  12. Transportation Management: Oversee participant and staff transportation activities.
  13. Documentation Review: Monitor staff recordkeeping for accuracy.
  14. Health Record System Management: Lead EHR submissions and reviews.
  15. Personnel Management: Provide counseling, disciplinary actions, and recommend staff development.
  16. Data and Program Evaluation: Collaborate on data tracking, reporting, and program improvement.
  17. Community Engagement: Participate in meetings and build community partnerships.
  18. Financial Coordination: Work with finance to ensure timely insurance receivables.
  19. Additional Duties: Perform other assigned tasks.

Qualifications

  1. Education: Master’s Degree and license preferred; Bachelor’s Degree and extensive experience acceptable.
  2. Experience: Minimum three years in social services, with management and supervision experience.
  3. Specialized Knowledge: Familiarity with LA County CalAim, managed care, and the Coordinated Entry System.
  4. Skills: Leadership, communication, relationship-building, crisis management, and proficiency in case management software and databases.
