Job summary

E-Logic, Inc. is seeking a highly skilled Program Manager to support the Congressional Budget Office under the SENTRY BPA.

You will be the single point of contact for contract administration, coordinating with CBO leadership, the COR, and contractor teams across multiple SMAs to ensure timely, compliant delivery. The role requires 5+ years of federal IT program management experience, strong communication skills, and solid IT/cybersecurity understanding.

Qualifications

  • Citizenship or permanent residency required.
  • Public Trust Tier 2 clearance eligibility required.
  • Minimum 5 years of program management experience, preferably on federal IT programs.
  • Strong verbal and written communication to report statuses across multiple activities.
  • Working understanding of IT and cybersecurity capabilities.
  • Experience with defining requirements, budgets, and schedules using PM tools.
  • Excellent attention to detail to ensure deliverables meet requirements.

Responsibilities

  • Oversee contract activities and task orders across multiple SMAs.

  • Forecast labor burn rate and manage budgets and schedules.

Job Description

We are looking for a highly skilled and experienced Program Manager to join our team supporting the Congressional Budget Office (CBO) under the SENTRY Blanket Purchase Agreement (BPA). As the Program Manager, you will serve as the single point of contact for overall contract administration and coordination across all task orders. You will act as the primary liaison between CBO leadership, the Contracting Officer’s Representative (COR), and the contractor team, ensuring seamless execution across multiple Subject Matter Areas (SMAs). You will be responsible for managing reporting, risk, budget, and schedule across all projects, translating business requirements into effective technical solutions, and ensuring quality standards are met.

Key Responsibilities
  • Contract Oversight:Oversee all contract activities and task orders across multiple Subject Matter Areas (SMAs), ensuring alignment with CBO’s mission and security requirements.
  • Stakeholder Communication:Serve as the primary liaison between CBO leadership, the Contracting Officer’s Representative (COR), and the contractor team, managing expectations and facilitating clear, concise delivery statuses on multiple, concurrent activities.
  • Project Planning:Collaborate with stakeholders to define needs and objectives; translate business requirements into effective technical solutions and implementation plans.
  • Resource & Budget Management:Assign tasks to contractor personnel, forecast labor burn rate, and manage budget and schedule development.
  • Risk Management:Identify, assess, and mitigate potential technical and project-related risks; implement mitigation strategies.
  • Execution & Monitoring:Oversee daily progress, manage the schedule, and ensure quality standards are met across all deliverables.
Required Qualifications
  • Citizenship:U.S. Citizenship or Permanent Residence Status is required.
  • Clearance:Must be eligible to obtain and maintain a Public Trust Tier 2 clearance (background check conducted through U.S. Capitol Police).
  • Experience:Minimum of 5 years of program management experience, preferably with major federal IT programs.
  • Communication:Strong verbal and written communications skills to facilitate clear and concise delivery statuses on multiple, concurrent activities.
  • Technical Understanding:Working understanding of Information Technology (IT) and Cybersecurity capabilities.
  • Project Management:Experience with project management tools, defining requirements, and preparing task proposals (budget and schedule development).
  • Attention to Detail:Demonstrated attention to detail and ability to assess project deliverables to ensure they meet CBO requirements.
Desired Experience
  • PMP certification.
  • Bachelor’s degree in an IT-related field.
  • 10+ years of experience in program/project management.
  • Experience developing policies, procedures, and work instructions.
  • Expertise in execution and oversight of major federal IT programs.
Clearance Requirement

Must be eligible for a Public Trust Tier 2
