Position Summary

The Program Manager manages and is accountable for project management, contract performance, and internal/external interface of assigned projects. Serves as the focal point to all stakeholders and ensures effective program management processes, schedule, cost, resources, risk, project change management, and commitments to customers are met.

Essential Functions
  • Manages development projects of moderate complexity and scope, capital projects, or portions of projects/programs.
  • Responsible for integrated program schedules, scope management, change management, data integration, tracking of financial performance, quality performance, and implementation of corrective actions covering all areas of project responsibility. Addresses critical issues on projects and leads the team to develop action plans to improve performance.
  • Ensures that the cost basis and/or pricing is correct by evaluating resource requirements and performing risk analysis.
  • Defines plans and monitors costs and technical performance to milestones/schedules for customer projects through coordinated team effort.
  • Continually improves project effectiveness through process and system standardization.
  • Communicates project status to group staff, division staff, management, and customers through project/program reviews and elevates issues as required, including effective product gate reviews.
  • Makes project decisions within overall budget and resources parameters. Utilizes cost and budget parameters as input for project prioritization.
  • Ensures successful customer relationships by responding to all customer requests and serving as the primary point of contact for assigned project activities, status and problem resolution.
Qualifications
  • Bachelor’s degree (required), preferably in engineering, sciences, business, or a related field. Advanced degree (MS/MBA) a plus.
  • Demonstrated ability to perform the essential functions of the job typically acquired through 5-7 years of related work experience.
  • PMP certification required, typically within 6 months of assignment. Additional certifications (e.g., PgMP, PMI‑RMP) a plus.
  • Prior cross‑functional and business experience leading projects and programs with high‑technology customers, products, technology and processes.
  • In‑depth knowledge and proficiency with engineering development processes and deliverables.
  • Proficient with project management tools, including, but not limited to, scheduling, cost management, change control, time management, scope and resources, work breakdown structures, and risk management.
  • Ability to effectively demonstrate business skills and lead multiple projects, professional staff, and cross‑functional matrixed teams.
  • Thorough knowledge of regulatory compliance and industry. Takes steps to safeguard Parker competitive information and intellectual property.
  • Ability to analyze and interpret complex policies, contractual language, and financial reports.
  • Ability to respond to and negotiate with customers, regulatory agencies, or members of the business community.
  • Ability to develop effective written communication and present information to various levels of management, customers, and/or suppliers.
