Northrop Grumman Defense Systems Sector in West Virginia seeks a Manager of Programs Level 3 for the Fuzing and Warhead line at Allegany Ballistic Laboratory (ABL) in Rocket Center. You will lead cross-functional IPTs to drive cost, schedule and technical performance.

Qualifications

Northrop Grumman Defense Systems Sector is currently seeking a Manager of Programs Level 3, in our growing Fuzing and Warhead business, within our Missile Products Business Unit (BU), at our Allegany Ballistic Laboratory (ABL) facility located in Rocket Center, West Virginia.


This position will support various programs within the business unit portfolio of programs. This position reports directly to the programs portfolio Market Area Manager.


The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals. This position is on-site and no remote work available.


Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems.


Job duties include, but are not limited to:



  • Establishing, cultivating and maintaining customer relationships and intimacy to develop further opportunities within the customer community

  • Establishing, developing and supporting new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

  • Architecting, establishing and maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

  • Creating, developing and leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives

  • Designing, establishing and measuring and reporting program performance

  • Creating, developing and delivering presentations to customers, executive management and other program stakeholders

  • Architecting, developing and participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

  • Establishing and supporting design concepts, criteria, and engineering efforts for product production process research, development, integration and test

  • Architecting, creating, managing, reviewing and finalization of the program Statement of Work

  • Creating, developing and evaluating, distribution, tracking, and completion of program requirements

  • Approving and management of the program and subordinate baselines Establishing, managing and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

  • Prioritizing, developing, evaluating, allocating and managing program resources needs and accountability, including workforce planning

  • Allocating, Developing and managing Government/customer supplied property or information (GFE, CFE, etc.)

  • Establishing, cultivating and managing suppliers to meet program objectives.

  • Allocating and ensuring adherence to all internal processes, policies, and applicable industry standards

  • Architecting, developing and ensuring program team understands and adheres to contract scope, and manages change through control board activities

  • Architecting, developing and managing adherence to master plans and schedules

  • Developing, managing and conducting thorough risk & opportunity management practices including identification, mitigation and realization

Ability to resolve disputes andnegotiate with positive outcome while maintaining good relationships within the organization, specifically between peers and management as well as all levels of program.

  • Program Growth: The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.

  • Proposal Team Development: The ability to define proposal strategy and develop proposal teams that analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).

  • Risk & Opportunity: The ability to address portfolio uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities to the Market Area Manager looking forward 5 years and beyond.

  • Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.


Basic Qualifications:



  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years), OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) experience supporting U.S. Government contracts and customers and/or project management in other industries


  • Minimum 10 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a project lead, integrated program team lead or cost account manager


  • Minimum 10 years of demonstrated success leading teams and/or organizations to achieve goals


  • Knowledge of pricing and proposals


  • High level of competency in Project Management skills and toolsets


  • Experience managing suppliers


  • Competent in Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)


  • Ability to obtain a DoD security clearance (US Citizenship is a requirement)



Preferred Qualifications:



  • A degree in a science, engineering, or a business program


  • 5-10 years of managing direct reports or indirect reports through program management


  • Experience in the aerospace/defense industry or within the Department of Defense or NASA


  • PMP® certification


  • Experience in Proposal Management


  • Experience with Lean, Six Sigma, Agile methodologies


  • Ability to define technical strategy to promote capturing business in new areas


  • Active Security Clearance



Primary Level Salary Range: $166,700.00 - $250,100.00


The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.


Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
