Job summary

Northrop Grumman in Goleta, CA is seeking a Program Manager to deliver all contractual requirements on cost and on schedule, leading cross‑functional IPTs to meet performance goals.

The role involves building customer relationships, developing proposals, managing baselines and budgets using Earned Value Management, and guiding the program from inception to closeout. 25% travel, US citizenship required.

Qualifications

  • Bachelor’s Degree and 8 years’ experience supporting customers in a project/technical lead role.
  • Minimum 4+ years of experience in program management, project management or leading a team to a common goal.
  • Experience managing an EAC on programs greater than $1M in value.
  • Cost Account Manager for a similar size effort also applicable.
  • Proven analytical, technical, strategic and problem‑solving skills.
  • Strong organization skills in both independent and team environments.
  • Experience in design for manufacturing and transition to production programs.
  • Gated design development experience (PDR, CDR).
  • Strong interpersonal, communication and presentation skills.
  • Executive level communication skills.
  • US Citizenship is required.

  • Participate in the negotiation of contracts, contract changes, budgets, schedule milestones, and key terms and conditions.
  • Establish design concepts, criteria, and engineering efforts for product research, development, integration and test.
  • Create, review and finalize the program Statement of Work.
  • Identify, distribute, track, and complete program requirements.
  • Establish and manage the program and subordinate baselines.
  • Develop and adhere to budget baselines utilizing EVM or similar methodologies.
  • Identify, allocate and manage program resources, including workforce planning.
  • Manage Government/customer supplied property or information (GFE, CFE, etc.).
  • Manage suppliers to meet program objectives.
  • Adhere to internal processes, policies, and industry standards.
  • Ensure the program team understands and adheres to contract scope and manage change through CBAs.
  • Develop and adhere to master plans and schedules.
  • Conduct risk and opportunity management, including mitigation and realization.

Overview

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross‑functional organization aligned to common program performance goals. The Program Manager will be responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Role And Responsibilities

  • Establish design concepts, criteria, and engineering efforts for product research, development, integration and test.

  • Identify, distribute, track, and complete program requirements.
  • Establish and manage the program and subordinate baselines.
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

Preferred Qualifications
  • Familiarity with Space Deployable Structures and Mechanisms.
  • Experience in both Engineering and Project Management, or IPT roles.
  • Manufacturing or Mechanical Engineering experience.
  • Proposal Management and/or Business Development experience.

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
