Qualifications

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience.
  • Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience.
  • Experience with Program Management principles: managing projects, scheduling, budget management.
  • Experience in developing RIO metrics and briefings.
  • Experience in the Aerospace and Defense industry.
  • Ability to travel domestically 10% of the time.
  • Ability to obtain transfer and maintain final adjudicated U.S. government Secret clearance.

Responsibilities

  • Lead all execution elements of the assigned program including life cycle management, quality, cost, schedule and technical performance.
  • Provide input to proposal development and develop master plans and schedules.
  • Establish a program organization and manage sub-organizations; measure and report program performance.
  • Deliver presentations to customers and stakeholders; negotiate contracts and changes.
  • Manage Government/customer property and suppliers; ensure contract scope and changes are controlled.

Northrop Grumman Aeronautics Sector is currently seeking a Program Manager 2 - Supplier Management Team Lead to join our team of qualified, diverse individuals driving high quality program execution through their direct support and performance as a leader of the Supplier Management Team on a restricted program. The selected candidate for this leadership opportunity will report to the Flying Test Bed IPT and serve as a fully integrated Supplier Management Team leader on a special program located in Melbourne, Florida.

Due to the nature of the role, an on-site presence isrequiredand cannot be performed remotely. The position will follow our 9/80schedule andallows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

The ideal candidate thrives on driving supplier outcomes, leading multidisciplined teams, navigating internal processes, communicating with customers, creating a work environment that engages employees, bringing clarity and clear direction to ambiguous situations, and excelling in the fundamentals of program execution and perceptive use of predictive metrics.

The role is responsible for leading all execution elements of the assigned program including life cycle management, quality, cost, schedule, and technical performance and input to proposal development. Primary duties and responsibilities include but are not limited to:

Primary responsibilities will include but are not limited to:

  • Execute programs successfully by managing cost, schedule and technical performance objectives
  • Ensure contract compliance and execution of SSOW requirements including timely SDRL submittals
  • Oversee program planning and execution through applicable phases including concept, exploration, engineering development, advanced development, production, sustainment, and retirement
  • Meet company and customer requirements while balancing the multiple roles and differing requirements
  • Maintain close working relationships with engineering, operations, and suppliers
  • Maintain collaborative relationships with local customers, while adhering to contract requirements and boundaries
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and condition
  • Creation, review, and finalization of the program Statement of Work
  • Identification, distribution, tracking, and completion of program requirements
  • Establishment and management of the program and subordinate baselines
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identifying, allocating and managing program resources, including workforce planning
  • Managing Government/customer supplied property or information (GFE,CFE,etc.)
  • Managing suppliers to meet program objectives
  • Adherence to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope and manages change through control board activities
  • Development and adherence to master plans and schedules

Basic Qualifications:

  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions

  • The ability to travel domestically 10% of the time
  • Your ability to transfer andmaintainthe finaladjudicated U.S. government Secret clearance (must be in-scope or enrolled in Continuous Evaluation), and any program access(es)requiredfor the position within a reasonableperiod of time, asdeterminedby the Company

Preferred Qualifications:

  • Current TS/SCI and active Special Access Program (SAP) clearances
  • Experience on Commercial Derivative and Flying Test Bed R&D aircraft development
  • Experience with Agile methodologies and tool suites to facilitate teamwork and efficiency

Primary Level Salary Range: $139,100.00 - $208,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
