Job summary

Foxhole Technology seeks a Program Manager to lead a large-scale enterprise cybersecurity services program for a DoD client. You will serve as the primary contractor interface with government leadership, guiding strategic delivery, resource planning, and customer satisfaction in a dynamic environment.

The role requires proven leadership, program management expertise, and DoD/USCG awareness, with a focus on transition, performance, and risk management to ensure mission success.

Qualifications

• Minimum seven years of experience leading and delivering cybersecurity programs as a Program Manager or Project Manager.
• Active Top Secret/SCI security clearance.
• DoD 8570.01-M CSSP-SPM certification.
• Preferred bachelor’s degree in Business, Law, Economics, Mathematics or Engineering.
• Experience with DoD and DHS directives affecting federal IT programs.

Responsibilities

• Serve as the contractor’s single point of contact with government leadership for operational, technical, and program delivery matters.
• Provide leadership for TO performance, service delivery, and execution of a large-scale program supporting 100 personnel.
• Lead program transition activities, onboarding, operational readiness, and continuity of services.
• Plan, assign, and manage contractor resources, schedules, and priorities to meet mission objectives.
• Develop and maintain program management plans and prepare monthly status reports.
• Facilitate technical and project meetings and monitor risks, issues, and dependencies.

Foxhole Technology is seeking a Program Manager to lead a large-scale enterprise cybersecurity services program supporting a DoD client.

The Program Manager will serve as the primary contractor point of contact and provide strategic leadership to ensure successful program execution, technical delivery, and customer satisfaction. This role requires a proven leader capable of managing complex cybersecurity operations, aligning resources with mission priorities, and driving successful outcomes within a highly dynamic environment.

Responsibilities

• Serve as the contractor’s single point of contact and authorized interface with government leadership for operational, technical, and program delivery matters.
• Provide overall leadership and accountability for task order (TO) performance, service delivery, and execution of a large-scale program supporting 100 personnel.
• Lead program transition activities, ensuring effective onboarding, knowledge transfer, operational readiness, and continuity of services.
• Establish, communicate, and enforce work standards, processes, and performance expectations across contractor personnel and subcontractors.
• Provide expertise in the field of resolution of problems, issues or conflicts as required.
• Plan, assign, and manage contractor resources, schedules, and priorities to meet mission objectives and contractual requirements.
• Monitor performance, identify and resolve issues, and implement corrective actions to maintain service quality and delivery commitments.
• Communicate organizational policies, objectives, priorities, and goals to team members and subcontractor personnel.
• Timely and accurately plan travel and training requests, and submission of after‑action‑reports (AAR) for travel, training, and mission related events.
• Developing and maintaining program management plans
• Preparing monthly status reports and performance updates

• Ensuring quality control and continuous improvement of program performance
• Active Top Secret/with SCI security clearance.
• Preferred Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering
• Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
• Currently certified under DoD 8570.01-M CSSP-SPM
• Minimum of seven (7) years of experience years leading and delivering cybersecurity support as a Program Manager or Project Manager.
• Be knowledgeable of major cyber activities/orders/directives both from DoD and DHS that affect, or may affect, organizations.

Washington DC Pay Range

$180,000 - $220,000 USD
