Team (Project) Introduction
The Office of Performance Analysis and Integrity manages and enhances the Veterans Benefits Administration (VBA) Enterprise Data Warehouse (EDW) which resides on one Oracle M8 Supercluster database and thirteen application servers. Our team provides the technical services required to sustain EDW applications, including Project Management, Data Warehouse Management, Advanced Analytics, Tableau Server and Desktop Administration, Technical Collaboration Support, Lessons Learned, Executive Orders and Special Projects, Architectural Enhancement, and Cloud Migration. We also manage integration, implementation, maintenance, modernization, and infrastructure support for EDW applications as well as enhancement and maintenance of business intelligence capabilities and predictive analytics.
Program Manager Responsibilities
- Provide oversight of the service delivery teams and ensure they fulfill all contractual requirements specified in the Performance Work Statement and deliver services that meet 9th Way Insignia’s high standards of quality.
- Ensure all contractually required deliverables are prepared and undergo quality assurance reviews ahead of timely submission.
- Develop the master integrated plan that combines all individual project plans the service delivery teams are responsible for executing; ensure the plans are communicated and agreed to with the customer and that teams have the necessary staff and resources.
- Coordinate with the corporate Program Management Office (PMO) to ensure teams use standard processes, forms, templates for internal support requests, deliverables, Task Order (TO) financial tracking and forecasting, and corporate progress reporting.
- Manage all direct labor costs associated with the contract and ensure incurred costs remain within budget.
- Ensure resources assigned to the contract have the technical abilities to perform their duties and responsibilities.
- Ensure all program‑related deliverables such as Reports, Design Documents, and Standard Operating Procedures (SOPs) are prepared well before contract‑specified due dates to allow time for quality review.
- Communicate directly with the customer to ensure satisfaction with service quality; if dissatisfied, inform corporate leadership and assist in developing action plans to resolve issues and mitigate future risks.
- Prepare reports and deliver status and progress review presentations to corporate leadership regularly.
- Develop and manage the communications plan for the Task Order to ensure information is disseminated effectively.
- Identify internal and external risks and enter risks and mitigations into both the customer’s and 9th Way Insignia’s risk and issues tracking systems.
- Coach and mentor junior subordinate Project Managers, helping them develop individual career development goals and plans.
- Ensure succession plans exist for key personnel on the delivery team and identify cross‑training opportunities to avoid single‑threaded roles.
Requirements
- Master’s degree in a technical discipline, or an additional 10 years of experience in lieu of a degree.
- 15+ years of experience managing technical projects, with at least one year of Program Management experience.
- PMP certification.
- Familiarity with data warehousing concepts and technologies.
- Excellent problem‑solving skills.
- Strong communication skills to present recommendations and provide training.
- Ability to collaborate effectively with cross‑functional teams.
- Authorized to work for any employer in the U.S.
- Ability to obtain and maintain the required security clearance.
Salary Range
$106,292 - $150,000 USD
