Job summary

Integral Federal, Inc. is seeking a Program Manager to lead the DISA Gv&E contract, directing all financial, technical, administrative, performance, and personnel aspects across multiple awards.

You will integrate enterprise platforms, manage a diverse team, and maintain a mature program management framework aligned with mission priorities. This on-site role at Fort Meade, MD requires PMP certification, a Secret clearance, and 10 years of experience handling budgets above $9M.

Qualifications

Responsibilities

  • Oversee integration of key enterprise platforms and data services to ensure seamless data exchange.
  • Attend meetings and provide briefing information to IT PgM or designees.
  • Develop and maintain a Program Management Plan (PgMP).
  • Foster AI integrations to enhance efficiency and data-driven decision-making.
  • Establish and maintain a mature program management framework aligned with mission priorities.
  • Manage contractor and subcontractor personnel per PWS, QASP and COR requirements.
  • Oversee performance management and mentor team leads; set goals.
  • Prepare and present regular program reviews, performance metrics, and executive briefings.
  • Anticipate customer needs and propose on-contract growth ideas.
  • Serve as primary client relationship manager within the program office.
  • Support capture, proposal, and business development activities.
  • Handle administrative functions and liaisons with government for priorities and training.
  • Provide high-level program management including budgeting, scheduling, trade-off analysis, and lifecycle costing.

Job description

Overview The Program Manager supports the Defense Information Systems Agency (DISA), Business Systems Portfolio develop and integrate Agency business systems solutions, which include systems that address key areas such as personnel management, financial management, telecommunication services, contract management, and customer relations, among other support services to the DISA mission. Responsibilities * Responsible for all financial, technical, administrative, performance, and personnel aspects of the Gv&E contract and all component awards (e.g., Task Order/Delivery Order/Call).

  • Responsible for the integration of key enterprise platforms and enterprise data services to ensure seamless data exchange, unified data management, and improved informational accessibility across the organization.
  • Attend meetings and provide the IT Program Manager (IT PgM) and/or the IT PgM's designees with briefing information in the form of presentations, papers, and/or analyses as directed by the IT PgM.
  • Develop and maintain a Program Management Plan (PgMP) to include a project and administrative management plan as a foundation for technical direction and resource management planning.
  • Foster the leveraging of artificial intelligence (AI) integrations to enhance operational efficiency, strategic alignment, and data-driven decision-making.
  • Establish and maintain a mature, customer-focused program management framework that enables continuous delivery of program and project outcomes, real-time alignment between operational environments and business data, risk-aware decision-making, efficient resource utilization, and cost-effective contract performance
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff - mentor team leads and set quantifiable goals for employees
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Serve as the primary client relationship manager within the program office
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provides high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conducts manpower assessments and risk management, as required.
  • Manages the overall contract on-site. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff is adequate for meeting the deliverables. Qualifications Required: * Bachelor's Degree in Computer Science or similar Information Technology Field.
  • 10 years' experience managing a program with an annual budget exceeding $9M
  • Certification in program management (i.e. Program Management Professional (PMP)
  • Knowledge of AI solutions
  • Demonstrated success in working with client for on-contract business growth
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
  • Secret clearance
