Qualifications

Responsibilities

• Have complete authority on behalf of TTI during contract term; financial authority for purchases; accept inspection reports and other correspondence.
• Ensure contract execution per plans, specs, SOW, task orders, safety and quality plans.
• Plan, coordinate, direct, and supervise personnel, subcontractors, and vendors to complete work on time, within budget, safely and to customer satisfaction.
• Promote safety and ethics; ensure compliance with government agencies; establish maintenance schedules and monitor costs.
• Maintain positive labor relations; ensure contract requirements meet high standards; brief upper management on project status.
• Foster teamwork within PMO and with client representatives; liaise with COR; manage administrative, operational, and logistical tasks.

SUMMARY

The Program Manager is the senior on-site official responsible for the overall success of the project and is the face of the company to client representatives. Has full responsibility for managing the operation, maintenance, and repair, building alterations, customer requirements and all other operational components.

ESSENTIAL DUTIES & RESPONSIBILITIES:

The Program Manager has complete authority on behalf of TTI during the term of the awarded contract; has complete and independent financial authority for purchase of tools, material, and parts as necessary; and is authorized to accept inspection reports and all other correspondence on behalf of the company.

• Thoroughly understands the contract and ensures accurate execution of plans, specifications, statement of work, task orders, safety plans, quality control plans and all other project-related plans and procedures.
• Has full responsibility for all building operations including operations, maintenance and repair, building alterations, customer requirements and all other operational components.
• Plans, coordinates, directs, and supervises personnel, subcontractors and vendors ensuring that they complete the work on time and within the budget safely, with quality workmanship and to the customer's satisfaction.
• Promotes the highest degree of safety and ethics standards.
• Ensures compliance with Government agencies.
• Establishes maintenance schedules, budget and monitor/control costs, contractual requirements including billings, safety and daily reports and weekly updates.
• Develops and maintains positive labor relations with union officials and shop stewards.
• Ensures that contract requirements are executed at a level equal to or higher than stated standards and shall strive for complete customer satisfaction.
• Reviews project reports from the customer and briefs upper management on the project.
• Establishes and fosters teamwork among the Project Management Office (PMO) management team and subordinate staff; motivates management/staff teams to plan and executive functions necessary for successful contract compliance; provides direction and supervision as necessary.
• Establishes and maintains a liaison with the Contract Officer Representative (COR) and other designated client representatives; consults regularly to evaluate and ensure client satisfaction with performance.
• Performs all other administrative, operational, and logistical functions necessary to successfully manage the contract.
• Other duties as assigned.

EXPERIENCE, EDUCATION & LICENSURE:

• Bachelor's Degree with at least ten (10) years of high-level facilities management experience
• Additional work experience may be substituted for the degree requirement.
• Must have and maintain a Top-Secret Clearance.
• Extensive experience managing the operation, maintenance, and repair, building alterations and all other operational components of a building with at least 500,000 square feet of occupied office space
• Must be extremely knowledgeable of mechanical,electrical, and utility systems.
• Extensive knowledge of federal and state safety regulations.
• IFMA Certification as Certified Facility Manager (CFM) or must obtain CFM certification within six months of hiring.
• Demonstrated strong time management, planning and project management skills.
• Proven ability to interface with all levels within an organization.
• Must be skilled in developing positive customer relations skills.
• Strong verbal and written communications skills.
• Strong analytical and problem-solving skills.
• Strong presentation and diplomacy skills.

WORK ENVIRONMENT:

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The noise level in the work environment is usually moderate.

SUPERVISOR RESPONSIBILITY:

Coordinates, supervises, and/or manages support personnel.

PHYSICAL REQUIREMENTS:

Essential functions require light to moderate physical exertion in lifting and carrying items weighing from 10 to 50 pounds with occasional lifting over 50 pounds with assistance. The position requires long periods of standing, stooping, climbing and working in areas of operating equipment. Work shall be performed throughout the buildings and some outside work may be required.

TRAVEL:

Limited to other task order sites under the DoS/CFM program IDIQ .

WORK AUTHORIZATION/SECURITY CLEARANCE:

DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

ADDITIONAL QUALIFYING FACTORS

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
