Qualifications

  • Bachelor’s degree in a related field from an accredited institution.
  • 8+ years of progressive project management experience in the AEC industry.
  • 5+ years of federal government contracts, task orders, or programs.
  • Direct DHS program experience preferred; other agencies valued.
  • Strong knowledge of FAR, contract compliance, and government expectations.
  • Experience managing IDIQ, MATOC, and similar contracts; budgets and schedules.
  • PMI-PMP or similar credentials preferred; PE/RA/CCM preferred.

Responsibilities

  • Monitor performance and implement corrective actions as needed.
  • Review deliverables, invoices, and progress/status reports for accuracy and compliance.
  • Support federal business development and capture efforts.
  • Build long-term client relationships and lead project meetings and lessons learned.

Job description

Manage and lead all aspects of federal, state, and local government-funded projects within the Architecture, Engineering, and Construction (AEC) industry. Responsible for planning, execution, financial performance, contract compliance, client satisfaction, and successful project delivery. Serve as the primary client interface and ensure projects are executed in accordance with contract requirements, federal acquisition regulations, applicable agency standards, company policies, and project objectives while supporting business growth and long-term client relationships.

Responsibilities
  • Lead and manage AEC-related federal government programs and projects from initiation through closeout, with responsibility for scope, schedule, budget, quality, compliance, and client satisfaction.
  • Serve as the primary point of contact for federal clients, contracting officers, contracting officer representatives, program managers, technical stakeholders, consultants, subcontractors, and internal project teams.
  • Manage contracts, task orders, IDIQs, MATOCs, and similar federal contract vehicles in accordance with contract requirements, FAR requirements, agency-specific standards, and project objectives.
  • Support project delivery for federal agencies, with particular emphasis on DHS and other federal clients, while maintaining compliance with applicable reporting, documentation, cybersecurity, quality, and security requirements.
  • Coordinate multidisciplinary AEC teams, including engineering, architecture, planning, environmental, surveying, construction management, and related technical disciplines.
  • Develop and maintain project management plans, schedules, budgets, staffing plans, risk registers, communication plans, quality plans, and project controls.
  • Monitor project performance against scope, schedule, budget, quality, safety, risk, and client expectations; identify issues early and implement corrective actions.
  • Review and approve deliverables, invoices, progress reports, status reports, subcontractor work, and other project documentation to ensure accuracy, quality, and contract compliance.
  • Manage subcontractor and consultant performance, including coordination, deliverables, compliance, invoicing, and issue resolution.
  • Support federal business development and capture efforts, including client engagement, pursuit strategy, proposal development, technical approaches, cost estimates, and fee proposals.
  • Build and maintain strong relationships with federal, state, and local government clients and teaming partners.
  • Lead project meetings, conduct lessons learned, mentor project team members, and support continuous improvement in project delivery and contract performance.
Qualifications
  • Bachelor’s degree in Engineering, Architecture, Construction Management, Environmental Science, Planning, or a related field required.
  • Eight (8+) or more years of progressive project management experience within the AEC industry.
  • Five (5+) or more years of experience managing federal government contracts, task orders, or programs.
  • Direct experience supporting DHS programs or projects strongly preferred; experience with other federal agencies such as DoD, GSA, FEMA, USACE, NAVFAC, FAA, FHWA, DOE, NPS, or similar agencies also valued.
  • Strong understanding of federal contracting practices, FAR requirements, agency-specific requirements, contract compliance, and government client expectations.
  • Experience managing IDIQ contracts, MATOCs, task orders, subcontractors, consultants, budgets, schedules, project controls, and earned value or similar performance metrics.
  • Demonstrated ability to lead multidisciplinary technical teams and manage multiple contract vehicles, deadlines, and client priorities simultaneously.
  • Strong client relationship management, communication, negotiation, issue resolution, and stakeholder management skills.
  • Experience supporting federal proposals, capture efforts, technical approaches, cost estimates, and fee development preferred.
  • Project Management Professional (PMP) certification preferred.
  • Professional Engineer (PE), Registered Architect (RA), Certified Construction Manager (CCM), or other relevant professional credential preferred.
  • Proficiency with Microsoft Office and project management or scheduling software required.
  • Ability to obtain and maintain a security clearance if required by contract.
