Job summary

JPI is seeking a Program Manager SME to provide leadership support for priority initiatives and to execute supplemental appropriations. The Program Manager must have Federal Real Property management experience with DHS or DoD and must be a U.S.

citizen with a Public Trust clearance. This role requires independent and collaborative work, coordinating with senior leadership, policy development, and program modernization.

Qualifications

• At least 15 years of experience within DHS or DoD, with a minimum of 10 years in Federal Real Property management.
• Minimum of 10 years leading complex engagements or projects across multiple agencies or contractors.
• Active PMP certification.
• Strong policy development and program management experience.
• Ability to manage programs within scope, budget, and regulatory requirements.

Responsibilities

• Provide support with program management and execution of supplemental Appropriations.

The Program Manager will work both independently and collaboratively to ensure the execution of supplemental appropriations. The Program Manager must have Federal Real Property management experience with the Department of Homeland Security (DHS) or Department of Defense (DoD.). Requirements:

• MA or MS in Management, Engineering, or Business/Financial related field.
• An active PMP certification.
• At least 15 years of experience working within the Department of Homeland Security (DHS) or Department of Defense (DoD), with a minimum of 10 years specifically focused on Federal Real Property management, including responsibilities such as property acquisition, asset optimization, space planning, portfolio management, and ensuring compliance with federal regulations and policies.
• Minimum of 10 years of experience leading and directing complex engagements or projects within DHS or DoD.
• These engagements involve managing high-stakes, largescale initiatives that require coordination across multiple teams, agencies, or contractors, and often include navigating diverse stakeholder interests, aligning with strategic goals, and ensuring timely execution.
• Complex projects may include infrastructure development, policy implementation, risk management, resource allocation, and ensuring that the programs are delivered within scope, budget, and regulatory requirements.
• This leadership experience is distinct from, and may overlap with, the Federal Real Property experience, but is primarily focused on driving programmatic success and organizational change.
