Job summary

vTech Solution seeks a DHS Program Manager to direct, control, and administer contracts supporting the Office of Developmental Programs.   • Experience developing quality-of-service (non-functional) requirements and creating workflows.
  • Ability to ensure adherence to procurement requirements and regulations.
  • Experience managing work orders and settlement agreements.
  • Strong interpersonal and relationship-building skills.
  • Ability to work independently and prioritize multiple projects effectively.
  • Facilitation skills for group discussions and project timeline development.

Responsibilities

  • Direct and participate in the development of Statements of Work and procurement processes for contracted supports.
  • Plan, organize, prioritize, and manage ODP contracts as assigned.
  • Serve as the primary point of contact for contract development and implementation.
  • Participate in workgroups to identify contract document requirements.
  • Monitor assigned contracts to ensure compliance and performance standards.
  • Manage Money Follows the Person (MFP) funds allocation and project assignment mapping.
  • Manage work orders and settlement agreements.
  • Review, analyze, and evaluate contractor service delivery and invoice approvals.
  • Act as liaison between agencies such as Procurement and Comptroller.
  • Analyze invoicing data to project future budgetary and program needs.
  • Provide technical assistance and consult with contractors, ODP staff, and program offices.
  • Communicate contract updates and risks to leadership.

Special Considerations:
  • Candidate must reside in Pennsylvania within a commutable distance to the Harrisburg office.
  • Ability to telework from home and work in the Harrisburg office at least 2 days per week.
Scheduling:
  • Position duration: September 1, 2026 to January 2, 2027.
  • Work schedule includes a hybrid model with in-office and telework days.
