Program Manager

Summit Federal Services, LLC (SFS) with headquarters in Oakland, Maryland, is a fast growing woman owned Small Business and HUBZone company with an outstanding record of performance providing more effective and efficient acquisition, business process, training, IT, administrative and security services to multiple federal agencies.

Position Summary

The Program Manager provides senior-level program management, executive communications, strategic planning, and administrative support services to U.S. Marshals Service (USMS) executive offices. The position supports a broad portfolio of judicial and law enforcement initiatives and requires the ability to manage multiple concurrent projects, coordinate with senior leadership and partner agencies, and deliver high-quality products on an on-call basis. The Program Manager serves as a key personnel position and is responsible for assessing program requirements, establishing milestones and schedules, managing budgets and resources, coordinating stakeholders, and ensuring deliverables are completed on time and aligned with organizational priorities, USMS missions, and Department of Justice (DOJ) strategic objectives. Position will have the Telework options but will need to reside within commuting distance of Washington, DC.

Key Responsibilities
Program and Project Management
  • Manage multiple projects and initiatives supporting USMS executive offices and organizational priorities.
  • Assess current program status, identify future requirements, and develop recommendations for leadership consideration.
  • Develop, maintain, and execute project plans, schedules, milestones, budgets, and performance measures.
  • Monitor program progress, identify risks and issues, and develop mitigation and corrective-action strategies.
  • Coordinate activities across internal organizations, federal agencies, contractors, and other stakeholders.
  • Prepare status reports, executive updates, briefings, and other program management documentation.
  • Ensure deliverables meet established quality, schedule, and performance requirements.
  • Support nationwide budget and financial coordination, including collection, analysis, organization, and presentation of budgetary information.
Executive Communications
  • Develop executive-level written products that clearly communicate key issues, background, risks, implications, and recommended courses of action.
  • Draft, edit, and finalize speeches, talking points, remarks, memoranda, correspondence, briefing papers, and other executive communications.
  • Translate complex programmatic, operational, and policy information into clear and concise materials for senior leadership.
  • Tailor communications for internal, external, interagency, and public audiences.
  • Ensure executive communications accurately reflect leadership priorities, organizational objectives, and operational considerations.
Strategic Planning and Performance Management
  • Develop and edit strategic plans, implementation plans, project plans, and supporting documentation.
  • Translate executive direction into actionable objectives, initiatives, milestones, and performance measures.
  • Ensure program activities support USMS mission requirements and DOJ strategic goals.
  • Develop executive-level stretch goals and performance objectives aligned with organizational priorities.
  • Analyze program performance, accomplishments, trends, risks, and future requirements to support leadership decision-making.
Annual Reports and Official Publications
  • Lead the development of annual reports, official publications, executive reports, and other high-visibility organizational products.
  • Synthesize information from data calls, program offices, policy guidance, performance information, and other sources.
  • Develop compelling narrative content that communicates organizational accomplishments, performance, challenges, and trends.
  • Coordinate with subject-matter experts and organizational stakeholders to validate content and ensure accuracy.
  • Support the development of professional layouts, charts, graphics, and other visual communication materials.
  • Develop print, electronic, video, and multimedia training and communication products.
Conference, Training, and Executive Engagement Management
  • Plan and coordinate executive-level conferences, meetings, training events, ceremonies, and other engagements.
  • Develop agendas, read-ahead materials, briefing packages, presentation materials, and event documentation.
  • Conduct research to support site selection and event planning.
  • Coordinate attendee registration, requests, logistics, and stakeholder communications.
  • Provide on-site conference and event management support as required.
  • Coordinate directly with speakers, presenters, senior executives, and guests.
  • Develop and edit presentations, program descriptions, concept papers, and briefing materials.
  • Prepare audiovisual and multimedia products that meet applicable accessibility requirements, including Americans with Disabilities Act (ADA) considerations.
  • Provide professional training and administrative support to executive offices and program stakeholders.
Executive and Administrative Support
  • Provide responsive management and administrative support to USMS executive offices on an as-needed basis.
  • Research complex issues and prepare executive-level analyses, recommendations, and decision-support materials.
  • Coordinate information and deliverables across multiple organizations and federal agencies.
  • Maintain effective communication with senior leadership, government personnel, contractors, and external stakeholders.
  • Exercise sound judgment, discretion, and professionalism when handling sensitive organizational and executive matters.
Required Qualifications
  • Bachelor's degree in business administration, public administration, communications, management, organizational leadership, or a related field, or equivalent professional experience.
  • Minimum of 10 years of specialized experience directly related to program management, executive support, strategic planning, communications, or the duties described above.
  • Demonstrated experience managing complex projects and developing and executing strategic and project plans.
  • Demonstrated experience working with and collaborating across federal agencies or other government organizations.
  • Experience supporting senior executive leadership, including development of executive work plans, briefings, correspondence, and decision-support materials.
  • Knowledge of Federal Government policies, processes, and regulations.
  • Demonstrated ability to manage multiple priorities, competing deadlines, stakeholders, and deliverables.
  • Excellent written, verbal, analytical, and organizational communication skills.
  • Advanced proficiency with Microsoft Office Suite, including Word, PowerPoint, Excel, and related collaboration and productivity tools.
Preferred Qualifications
  • Experience supporting the Department of Justice, U.S. Marshals Service, or other federal judicial or law enforcement organizations.
  • Experience working directly with senior federal executives and executive leadership offices.
  • Experience developing federal strategic plans, performance plans, annual reports, and official publications.
  • Experience supporting federal budget and financial management activities.
  • Experience developing executive-level presentations, training materials, multimedia products, and visual communications.
  • Experience coordinating national-level conferences, training programs, ceremonies, or executive engagements.
  • Experience developing award nominations and recognition packages.
  • Strong knowledge of federal executive communications and government writing standards.
