Job Summary
The Program Manager shall:
- Serve as KACE Company’s authorized representative for overseeing the technical and administrative performance of all services required under this contract and the successful delivery of all contract deliverables, outputs, and outcomes.
- Serve as the single point of contact with the Government’s Contract Officer’s Representative Serve (COR) and Program Managers to discuss program activities, schedules, workloads, potential problems and their resolution.
- Receive, analyze, and execute, on behalf of KACE Company, all orders for work and technical direction as the COR may issue within the terms and conditions of the BPA and scope of work.
- Ensure that KACE Company is prepared to assist USMS draft specific requirements for Task Orders and provide rationale narratives aligned specifically with FAR 8.405.
- Ensure the most efficient and compliant deployment of +275 contractor personnel to Task Orders issued by USMS and that those KACE Company personnel have the tools necessary to execute Task Orders in accordance with a deliverables‑based performance model.
- Provide audit defense tools and templates so that the contract is always audit‑ready.
- Work with USMS managers to provide competent leadership and responsible project direction for this BPA through successful performance of a variety of detailed, diverse elements of project management tasks. The PM will direct completion of tasks within estimated timeframes and budget constraints, while interfacing with the COR and other government counterparts when appropriate.
- Apply deliverables‑based principles to continually improve service delivery, enhance work outcomes, and contain costs.
- Direct work priorities to maintain a professionally managed program. This includes communicating with managers daily to ensure they are conducting QC reviews of daily operations, completing administrative tasks, meeting staffing needs, enforcing client and company policies and procedures, and addressing performance issues promptly.
- Ensure that our nationwide recruiting network has adequate pools of candidates to promote quick identification and onboarding of all vacant or new staff positions and that those candidates meet all LCAT requirements at prices bid in the proposal.
Minimum Qualifications & Skills
- Must have a high level of expertise in USMS related programs and systems
- Must have a bachelor’s degree
- Must have a minimum of 10 years of recent experience commensurate with the job requirements. Preferred that candidates have more than 10 years of recent experience commensurate with the job requirements.
- Must have strong planning, leadership, operational, and financial skills combined with the ability to develop and implement strategies and action plans to achieve desired objectives
- Effective communication skills; communicate effectively with multiple levels of management, external stakeholders, and customers.
- Able to foster strong business relationships with internal and external customers and employees at all levels and across multiple stakeholders.
- Ability to leverage technology to manage contract requirements and improve complex processes and procedures while also managing expectations of stakeholders and employees.
- Foster a positive culture rooted in teamwork, accountability, and shared purpose.
- Collaborate across all operational support areas to ensure the company’s best practices are continuously incorporated and consistently executed across the program.
- Must have analytical skills and report writing experience.
- Ability to multi‑task; be observant and anticipate operational needs.

- The work schedule may fluctuate according to work demands and must be available to work a flexible schedule.
- Travel will be required to attend meetings, conferences, and training as required to fulfill the obligations and responsibilities of the position.

Work Schedule
- The Program Director must be available to the Government via phone and email between the hours of 8:00 A.M EST to 5:00 P.M. EST, Monday through Friday. Candidates should expect evening and weekend hours will be required.
Clearance

- Must be a U.S Citizen or Legal Permanent Resident.
- Favorable credit check for all cleared positions
- Successfully passing a background investigation including drug screening.
Physical Requirements / Working Conditions
- Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.
- Climbing/Stooping/Kneeling: 10% of the time.
- Lifting/Pulling/Pushing: 10% of the time.
- Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 35% of the time.
- Sitting: Sitting for prolonged and extended periods of time.
