Job summary

One Federal Solution in the Washington, DC area seeks a senior Program Manager to provide direction, administration, quality assurance, and leadership for the CS-OPS Task Order supporting ICE OCFO CSP. The role requires coordinating with the CO, COR, and GPMs and ensuring performance across all deliverables.

You will oversee scheduling, risk management, and quality assessments, lead onboarding within 10 days, maintain the Master Integrated Plan, and produce weekly and monthly progress reports.

Qualifications

• Five (5) years related experience providing oversight and executive-level management to overall project/contract operations.
• Demonstrated experience supervising employees of various labor categories and skills on projects similar in size.
• Demonstrated oral and written communications experience with the highest levels of management.
• Demonstrated experience in both private and Federal sector projects similar in size and scope to this.
• Demonstrated experience in Business Case Development.
• Demonstrated experience in Project Management.
• Minimum three (3) years demonstrated experience in Federal Financial Management.
• Requires a bachelor's degree in business administration or related field.
• Requires Professional Certification in Project Management (PMP, FAC-P/PM Level II, or equivalent).
• Relevant technical experience and knowledge of all facets of work to be performed under the program.

Responsibilities

• Provide senior-level direction, administration, quality assurance, and leadership of the execution of the CS-OPS Task Order supporting the ICE OCFO Office of Financial Management (OFM) Customer Service Program (CSP).
• Serve as the primary representative and primary point of contact for the CO, COR, and GPM(s); hold full authority to act for One Federal Solution on matters pertaining to performance, including authority to bind One Federal Solution in contractual matters.
• Ensure effective performance of all deliverables; supervise and guide all personnel; hold sole responsibility for staff supervision and workload assignment.
• Manage overall Task Order performance, coordinate tasking to personnel, and supervise ongoing technical efforts.
• Ensure all employees understand and abide by DHS (Headquarters) and ICE rules, regulations, and safety practices.
• Lead transition-in and complete the onboarding transition plan within ten (10) days of award.
• Oversee the Master Integrated Program Plan and Schedule (MIPPS): initial draft within 15 days, updated draft within 30 days, and final within 45 days after Kick-Off, with weekly updates thereafter.
• Oversee project plans and schedules, communications plans, risk management plans, and preparedness/continuity plans for FYE surges, ad-hoc taskings, and regulatory changes.
• Oversee the Quality Management Plan and quality assessments of program processes and products.
• Deliver Weekly Reports, Monthly Progress Summary Reports, and Biannual Program Reviews.
• Coordinate logistics of stakeholder/project meetings and ensure timely follow-up and close-out of assigned taskings and open action items.
• Immediately bring project issues to the attention of the CO and COR/GPM for resolution.
