This position is being recruited in support of the ESS VIII Multiple Award Task Order Contract (MATOC) proposal. Employment is contingent upon contract award, final customer requirements, and position availability.

About the Role

Essnova Solutions is seeking a Program Manager to serve as the principal representative and single point of accountability for contract performance under the ESS VIII MATOC. The Program Manager will provide executive leadership, program oversight, customer engagement, subcontractor management, and risk management, with overall responsibility for cost, schedule, quality, and mission success across multiple concurrent task orders.

Primary Responsibilities
  • Serve as the primary interface with USACE, DoD, and customer stakeholders.
  • Direct the planning, execution, monitoring, and closeout of task orders.
  • Manage contract performance across CONUS and OCONUS locations.
  • Oversee subcontractor and teaming partner performance.
  • Ensure compliance with contract requirements, Performance Work Statement (PWS) requirements, and quality standards.
  • Manage program risks, issues, corrective actions, and mitigation strategies.
  • Develop and maintain program schedules, budgets, staffing plans, and performance metrics.
  • Coordinate engineering, installation, testing, commissioning, and sustainment activities.
  • Lead recurring program management reviews and performance reporting.
  • Ensure successful transitions between task orders and operational sustainment activities.
Minimum Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Business, Information Systems, or a related discipline.
  • Minimum of 10 years of federal project or program management experience.
  • Minimum of 5 years managing electronic security systems (ESS), physical security, or infrastructure modernization projects.
  • Experience managing multiple concurrent projects and geographically dispersed teams.
  • Ability to obtain and maintain required security clearances.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • USACE project experience.
  • Experience with electronic security systems, access control, intrusion detection systems, CCTV, and force protection programs.
  • Experience managing MATOC or IDIQ contracts.
