Team Carney, Inc. is seeking a high-performing Program Manager to lead an enterprise-wide learning and workforce development contract for FDA.
The role is remote with periodic on-site presence at Silver Spring, MD, and requires an active Public Trust clearance or the ability to obtain one. You will interface with FDA leadership, manage scope, schedule, budget, and staffing across multiple task areas, and ensure alignment with modernization goals.

We are seeking a high-performing Program Manager to serve as the single point of accountability and strategic leader for an enterprise-wide learning and workforce development contract supporting the U.S. Food and Drug Administration (FDA).

As the Program Manager, you will serve as the primary executive interface to FDA leadership, including the Contracting Officer (CO) and Contracting Officer Representative (COR). You will be responsible for total contract performance, managing scope, schedule, budget, quality control, risk mitigation, and staffing across all task areas—including Enterprise Workforce Development, Reviewer & Scientific Development, and Learning Systems & Enterprise Optimization. You will integrate Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) task execution into a unified management framework, ensuring continuous operational alignment with federal modernization goals.
