Job description

Position OverviewHumanTouch, LLC is seeking an experienced Program Manager, in support of a proposal for a government agency, to lead delivery and operational support for a mission-critical financial enterprise technology environment. This role is accountable for reliable production operations, application enhancements, cybersecurity, compliance, and modernization.The Program Manager will serve as the contractor’s primary delivery leader and oversee a multidisciplinary team spanning technical, functional, security, quality, and operational disciplines. The successful candidate will balance service continuity with complex change in a highly regulated federal environment.Key ResponsibilitiesLead contract delivery across project management, operations and maintenance, application support, enhancements, cybersecurity, audit support, and modernization-related activities.Serve as the primary contractor point of contact for the Contracting Officer’s Representative (COR), government program leadership, business stakeholders, technical teams, and partner contractors.Develop and maintain integrated project plans covering scope, schedule, milestones, resources, dependencies, risks, issues, quality, and communications; track performance against approved baselines.Lead status meetings and provide concise reports, performance metrics, Earned Value Management reporting, executive presentations, and actionable recommendations.Coordinate application, database, infrastructure, cybersecurity, testing, help desk, functional, financial-management, and quality-assurance teams.Oversee change control, release readiness, incident escalation, business continuity, and after-hours implementation or emergency coordination when required.Ensure delivery complies with applicable federal lifecycle, security, internal-control, accessibility, records-management, and audit requirements.Lead incumbent transition and knowledge transfer, including staffing readiness, open work, documentation, operational procedures, and assumption of daily operations.Support enterprise modernization while maintaining uninterrupted production operations.Required QualificationsBachelor’s degree in information technology, computer science, business, finance, engineering, or a related field; equivalent relevant experience may be considered.7+ years of progressively responsible IT project or program management experience, including leadership of complex enterprise applications supporting financial management, payment processing, grants management, or other high-volume transactional systems. Experience managing production operations while leading software enhancements, releases, and modernization initiatives is required.Demonstrated experience managing complex enterprise financial management, payment processing, grants management, or other mission-critical transactional systems in a federal environment, including operations, modernization, compliance, and integration with financial and external partner systems.Demonstrated ability to manage plans, schedules, budgets, risks, issues, scope changes, dependencies, resources, and competing stakeholder priorities.Working knowledge of software development, IT service management, change control, quality assurance, release management, and production support.Strong written and verbal communication skills, including experience briefing senior government or executive stakeholders.Ability to work primarily onsite in Rockville, Maryland, and provide coordination outside normal business hours when major releases, emergencies, or security events require it.Eligibility for a Public TrustPreferred QualificationsPMP certification and/or Six Sigma Green Belt certification or higher.Federal civilian IT experience working with a COR, Contracting Officer, government leadership, and partner contractors.Experience with FISMA High or comparable high-impact enterprise systems, including applicable audits and controls.Experience leading an incumbent transition or operational takeover without disrupting production services.Knowledge of federal lifecycle governance, Earned Value Management, IT service management, and regulated enterprise operations.Experience supporting, implementing, integrating, or partnering with teams using the Pega platform; familiarity with comparable workflow, case-management, or low-code platforms is valuable.
