Job summary

GBTI Solutions Inc is seeking a Program Manager to lead the Cybersecurity Support Services contract, ensuring schedule integrity, quality control, and successful delivery. The role acts as the primary liaison with the Government COR and Cybersecurity Management Branch Chief.

The ideal candidate has extensive IT leadership, PMP, cloud, and cybersecurity credentials, plus a track record in digital transformation and large-scale programs compliant with DoD RMF and CUI requirements.

Qualifications

  • Active SECRET clearance.
  • Bachelor’s degree from an accredited institution in Information Technology, Computer Science, Engineering, or related technical discipline.
  • PMI Project Management Professional (PMP) certification.
  • AWS Certified Solutions Architect (or equivalent cloud provider certification).
  • CISSP cybersecurity certification.
  • Fifteen (15) years of Information Technology experience, including at least ten (10) years in a program management role overseeing programs of similar size and complexity (Annual budget of at least $2.5 Million and a team of 15–20 personnel).
  • Five (5) consecutive years of recent and sustained leadership experience.
  • Five (5) years of demonstrated experience managing digital transformation or business process automation programs with a proven track record of transitioning manual processes to automated solutions.
  • Experience with The Open Group Architecture Framework (TOGAF).
  • Experience with Agile or DevOps methodologies highly desirable.

Responsibilities

  • Lead and manage all contract activities.
  • Maintain real-time status tracking of all deliverables and proactively notify the COR/KO of any potential delays with remediation plans.
  • Develop, implement, and maintain the contractor’s Quality Control Program (QCP) and ensure compliance with the Quality Assurance Surveillance Plan (QASP).
  • Perform continuous risk management, maintain Risk & Issue Log, and ensure workforce stability and continuity of operations.
  • Prepare and submit Monthly Progress Reports focused on outcomes, performance metrics, risks, and digital labor progress.
  • Lead the development and execution of the Digital Labor and Automation Strategy and Transition Plan (target: transition 10–15% of labor to digital/automated solutions by start of FY27).
  • Facilitate periodic progress meetings and maintain effective communication with Government stakeholders.
  • Manage Key Personnel changes in accordance with contract requirements and ensure all personnel meet required qualifications.
  • Oversee travel coordination and reporting.
