CACI International is seeking a Lead Program Manager to join our Spectrum Superiority group, supporting our Optical & Photonic Systems team. You will drive photonics programs from proposal through production, interfacing with customers and executive leadership to ensure successful delivery.

The role emphasizes design-for-manufacturing and transition to production, with responsibility for schedule, P&L, and program governance in a fast-paced, high-security environment.

Qualifications

  • Secret clearance required to start; Top Secret preferred.
  • 5+ years of experience in a program management or technical leadership role with a focus on design, development, qualification, and manufacture of new products.
  • Solid understanding of PM principles, PMI practices, scheduling, budget control, and risk management.
  • Experience taking an electronics or optical system through an integrated product development process from development to manufacture.
  • Proficiency with scheduling tools such as Microsoft Project.
  • Exemplary verbal/written communication skills with all levels, vendors, suppliers, customers, etc.

Responsibilities

  • Lead one or more Photonics programs, working with development teams to propose, capture, and execute new Photonics programs and move them into production.
  • Implement evolving programmatic, design and quality best practices within the team, and communicate with and influence executive leadership.
  • Work with production teams to Design For Manufacturing (DFM) and transition programs to production.
  • Serve as primary interface to technically oriented customers with support from the technical team.
  • Make program decisions regarding schedule and profit & loss for the program.
  • Lead Engineering Development & Manufacturing (EMD) programs that will scale from low volumes to higher volume production.

The Opportunity:
CACI is looking for a Lead Program Manager to join our Spectrum Superiority Line of Business, supporting our Optical & Photonic Systems team – we are expanding! With a core technology base that includes high-speed electro-optics, fiber optics, and high-power lasers, our laser communications technology is helping NASA provide high-definition video from the International Space Station, and to explore asteroids 250 million miles away. Our other optical technology can also help scientists discover biohazards; support intelligence, surveillance, and reconnaissance (ISR) missions; and protect soldiers from explosive devices.

A successful person in this role will contribute to improvement of entire processes or systems within the programs and the organization, leveraging on personal past experience and understanding of program management best practices that improve our competitive position in the marketplace. Responsibilities
  • You will be responsible for leading one or more Photonics programs, working with development teams to propose, capture, and execute new Photonics programs and move them into production.

  • This position will also require the ability to implement evolving programmatic, design and quality best practices within the team, and the ability to communicate with and influence executive leadership.

  • Some programs are expected to have follow-on phases with volume production, and the position will also include a responsibility to work with production teams in adjacent organizations to Design For Manufacturing (DFM), and to support the transition to production.

  • The Lead Program Manager is the primary interface to customers that are technically oriented, and the ability to effectively communicate with this community, with the support of the technical team, will be critical to success.

  • The Lead Program Manager is responsible for program decisions, schedule, and profit & loss for the program. Problems faced are frequently complex and require broad-based solutions that impact areas outside of immediate responsibility.

  • The emphasis will be on Engineering Development & Manufacturing (EMD) development programs that will initially produce small quantities of first-of-a-kind hardware and then require the leadership ability to transition these programs into higher volume production.

Qualifications
Required
  • Secret Level required to Start; Top Secret preferred
  • Five or more years of experience in a Program Management or other technical leadership role with a focus on the design, development, qualification, and manufacture of new products.
  • Solid understanding of PM principles, such as those promoted by the Project Management Institute, including demonstrated experience with a standard PM Tool Kit such as scheduling, budget control, and risk management.
  • Experience in successfully taking an electronics or optical system through an integrated product development process from product development to manufacture.
  • Bachelor’s or Master’s degree in an engineering, science, or business discipline.
  • Proficiency with Microsoft Project or other scheduling tool
  • Exemplary verbal/written communication skills required for interactions with all levels of personnel within the organization, as well as vendors, suppliers, customers, etc.
Desired
  • Experience working on DoD or other similar Government programs
  • Experience managing programs to EVMS standards.
  • PMP certification
  • Active Top Secret clearance is highly desired
  • Experience managing programs over $10M in contract value.
  • Experience in a Program Management or other technical leadership role that involved the development of hardware deliverables that specifically included lasers, fiber optics, opto-electronics, or other photonic technology

The proposed salary range for this position is:

$98,500-$206,800
