Job summary

Telligen is a leading population health management organization providing clinical, analytical, and technical expertise for Medicaid and other programs. The Program Manager of Clinical Data and Measurement will lead complex healthcare measurement projects, coordinate between internal analytic and technical teams, and ensure timely, high-quality analytic deliverables.

This role is primarily remote but requires residency in authorized states.

Qualifications

  • Four-year degree in health information systems or related field.
  • Excellent written and verbal communication with customers and stakeholders.
  • Ability to critically evaluate data quality.
  • Experience with healthcare data (EHR, eCQMs, or claims).
  • Knowledge of healthcare quality measurement and regulatory reporting (HEDIS, CMS Core Measures, TJC).
  • Intermediate knowledge of Excel.
  • 3+ years leading projects.
  • Citizenship may be required for certain contracts.
  • Strong subject-matter expertise and communication skills.

Responsibilities

  • Oversee cross-functional clinical data program activities and quality control.

Job description

Program Manager of Clinical Data and Measurement you will be responsible for providing program leadership on complex healthcare measurement projects, analytic deliverables and technical implementations for a state Medicaid program. You will work collaboratively with all entities involved in the program and will serve as a liaison between Telligen project leadership and the customer. You will bring a strong blend of project experience, technical expertise, healthcare knowledge, and leadership capabilities to drive our quality measurement initiatives.

This position is primarily remote; however, applicants must reside in a state where Telligen is authorized to conduct business, including Colorado, Iowa, Illinois, Maryland, Massachusetts, and Pennsylvania.

Telligen will consider internal employees in other states

What you'll do:
  • You will ensure programs meet and exceed expectations by overseeing cross‑functional clinical data program activities, timeliness, and internal quality control standards
    • You will coordinate between internal Telligen program and analytic and technical teams
    • You will serve as a subject matter expert and lead a large portfolio of clinical data measures.
      • This includes gathering and defining business requirements, providing analytic insights, and managing technical and analytic direction for various projects
      • You will be responsible for ensuring accurate and timely delivery of measure results to client
      • You will ensure adherence to state and national standards
      • You will coordinate workflows and research activities to investigate the accuracy and completeness of data sources and other inputs needed for measurement
      • You will synthesize analytic insights with business questions and policy knowledge, and develop innovative solutions that support strategy development, program implementation, and evaluation
      • You will manage technical support channels to support internal and external customers
        • You will provide guidance on measure interpretation and technical issues
        • You will perform miscellaneous duties as assigned
Required Skills and Experience:
  • Four‑year degree in Health Information Systems, health care, Public Health, Health Administration, or a related field, and/or equivalent training and/or experience
  • Demonstrated excellence in written and verbal communication with customers, business partners, and key stakeholders
  • Demonstrated ability to critically evaluate data quality
  • Demonstrated experience with healthcare data which may include electronic health records (EHR), electronic Clinical Quality Measures (eCQMs), and/or claims
  • Applied knowledge of healthcare quality measurement, value‑based payment programs, and regulatory reporting, which may include HEDIS, CMS Core Measures, the Joint Commission (TJC)
  • Intermediate knowledge of Excel
  • 3+ years leading projects
  • Positions working specific contracts may require U.S. Citizenship
  • Because of the nature and immediacy of the work, the ability to maintain regular and predictable attendance is essential
  • Expertise in the subject matter of the program
  • Excellent verbal and written communication skills
Preferred Skills and Experience:
  • Demonstrated expertise in Medicaid claims data including Member, Enrollment, Provider, Lab, Visits, Pharmacy, etc
  • Master’s degree in health information systems, health care, Public Health, Health Administration, or a related field
  • Experience with data analysis using quality measurement and Medicaid claims
