Harkcon, Inc. is seeking a full-time Program Manager to lead Infrastructure Security Exercise Support Services for the Cybersecurity & Infrastructure Security Agency (CISA). The successful candidate will manage program execution, including staffing, budget, and quality controls, while serving as the primary point of contact with Government stakeholders. Candidates must have extensive federal program management experience, strong communication skills, and a preferred Project Management Professional certification.
This position offers hybrid and remote options based on government direction. Active Secret clearance is preferred, with periodic travel expected to CISA training sites in Northern Virginia.
Team Harkcon is building a qualified candidate pipeline for anticipated Infrastructure Security Exercise Support Services work within Cybersecurity & Infrastructure Security Agency (CISA). The team will support planning, development, conduct, evaluation, and continuous improvement of Homeland Security Exercise and Evaluation Program aligned infrastructure security exercises involving federal, state, local, tribal, territorial, private sector, and critical infrastructure stakeholders.
Candidates should bring strong communication skills, disciplined documentation habits, and the ability to support multiple concurrent exercise or program workstreams. Positions are contingent upon contract award.
Active Secret clearance preferred. Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.
National Capital Region preferred, with hybrid and remote options possible depending on role and Government direction.

The Program Manager will serve as the primary interface with the Government and will be responsible for cost, schedule, staffing, quality, risk management, subcontractor coordination, and delivery across a high-volume exercise support portfolio.
This is a full-time, on-site position at CISA facilities in Northern Virginia, with hybrid and remote options possible depending on role and Government direction. The Program Manager should expect periodic travel to CISA training sites.
