Job summary

eTRANSERVICES seeks a seasoned Program Manager to lead a formal PMO for DoD health IT sustainment and development workstreams in Falls Church, VA. You will establish governance, staffing, and policies while coordinating risk, cost, and schedule across multiple workstreams.

You will prepare monthly progress reports, schedules, and performance metrics, and present to Government stakeholders. Prior experience with DoD contracts and agile/Waterfall delivery is essential.

Qualifications

  • Bachelor’s degree required; Master’s degree preferred.
  • 10+ years IT program management experience, including 5+ years with federal or DoD contracts.
  • PMP certification required.
  • Experience managing complex federal IT programs with sustainment and development responsibilities.
  • Experience with cost and schedule management, program reporting, CDRL management, risk management, and contract deliverables.
  • Strong track record leading distributed, cross-functional technical teams.
  • Ability to manage competing priorities and drive mitigation plans to closure.
  • Strong executive-level communication with Government customers and senior stakeholders.

Responsibilities

  • Stand up and lead the formal program management organization, including policies, procedures, governance, and staffing for DOEHRS-IH sustainment and IH development workstreams.
  • Develop and maintain the Task Order Management Plan (TOMP) including requirements and configuration management, software development methodology, risk, and cybersecurity vulnerability management.
  • Prepare and deliver Monthly Progress Reports, Integrated Master Schedule, and Contractor Work Breakdown Structure to show cost, schedule, scope, milestones, and performance.
  • Lead kickoff meetings, IBRs, and recurring program reviews with the DOEHRS-IH PMO, presenting status, risks, and path forward.
  • Lead program issue and risk management, maintain risk register, develop mitigation strategies, and drive closure.
  • Oversee transition activities and contingency planning for continuity of DHA mission support.
  • Manage contractor staffing, personnel changes, workforce planning, and performance requirements.
  • Represent the contract to the COR and DHA stakeholders, balancing sustainment reliability with modernization pipeline.

eTRANSERVICES is currently bidding on this position. This position is contingent upon the successful award of a contract or bid proposal. While we are actively reviewing candidates, please be advised that the position may be contingent upon contract award and Government approval.

Key Responsibilities
  • Stand up and lead the formal program management organization, including policies, procedures, governance, and staffing supporting DOEHRS-IH sustainment, DOEHRS-HC sustainment, and IH development workstreams.
  • Develop and maintain the Task Order Management Plan (TOMP), including requirements management, configuration management, software development methodology, risk management, and cybersecurity vulnerability management.
  • Prepare and deliver Monthly Progress Reports, the Integrated Master Schedule, and Contractor Work Breakdown Structure to maintain clear visibility into program cost, schedule, scope, milestones, and performance.
  • Lead kickoff meetings, Integrated Baseline Reviews, and recurring program reviews with the DOEHRS-IH Project Management Office, presenting program status, risks, issues, accomplishments, and recommended paths forward.
  • Lead program issue and risk management activities, maintain the program risk register, develop mitigation strategies, and drive mitigation plans through closure.
  • Oversee incoming and outgoing transition activities and contingency operations planning to ensure continuity of DHA mission support.
  • Manage contractor staffing, key personnel changes, workforce planning, and overall quality and performance requirements.
  • Serve as the executive-level representative of the contract to the COR and DHA stakeholders, balancing sustainment reliability with an active development and modernization pipeline.
Required Qualifications
  • Bachelor’s degree in a related field; Master’s degree preferred.
  • 10+ years of IT program management experience, including 5+ years managing federal or DoD contracts.
  • PMP certification required.
  • Demonstrated experience managing complex federal IT programs with combined sustainment and development responsibilities.
  • Experience with cost and schedule management, program reporting, CDRL management, risk management, and contract deliverables.
  • Strong track record leading distributed, cross-functional technical teams, including developers, database administrators, testers, cybersecurity engineers, and other technical professionals.
  • Demonstrated ability to manage competing priorities, identify and mitigate program risks, and maintain accountability for program performance.
  • Strong executive-level communication skills with experience engaging Government customers and senior stakeholders.
Preferred Qualifications
  • Prior Defense Health Agency (DHA), Military Health System (MHS), or DoD health IT program experience.
  • Familiarity with DISA Capacity Services hosting environments and Oracle/WebLogic-based enterprise applications.
  • Experience with Agile/Scrum delivery governance alongside traditional Waterfall sustainment environments.
  • Earned Value Management (EVM) or other cost and schedule performance reporting experience.
