Job summary

The University of Texas System Administration in Austin seeks an executive leader to guide a portfolio of complex capital projects, from planning and design through construction management and contract administration. You will provide strategic direction for OCP campus-based teams and coordinate with campus executives, architects, contractors, and stakeholders.

• Collaborate with campus executives, architects, contractors, and staff to meet program goals and resolve conflicts.
• Stay current in building codes and regulations and drive process improvements for the Capital Program.
• Other duties as assigned.

Purpose of Position

Provide leadership and direction to UT System project professionals on higher education academic, healthcare and research facilities for program development, project planning and design, construction management, and contract administration. Provide strategic leadership for OCP campus-based project teams. Support other UTS offices as needed. This is an Austin, Texas based position.

Essential Functions

• Provide executive leadership and management for a program of multiple complex capital projects by providing program and project staffing, resource coordination, communication, conflict resolution, and oversight/quality monitoring at the system level. Program portfolio: Typically, up to 15 active projects with total value between $500 million - $1.5 billion.
• Monitor program budgets and schedules to ensure compliance with approved CIP budget and project goals. Approve, monitor, and develop detailed budget formats to track expenditures in collaboration with local campus accounting procedures. Review and approve project expenditures for consultant services, service contracts, construction pay applications, and Owner-provided technical services (e.g., geo-tech, survey, Test and Air Balance, audit, forensics, etc) within authority limits.
• Ensure compliance with Board of Regents Rules and Regulations, State statutes, Federal regulations and laws on all projects under OCP management. Ensure that operations are efficient and cost effective, that assets are safeguarded, and that financial information is reliable. Primary program liaison with campus executive management for program activities, from program development through scoping, budget and schedule definition; execution; and reporting.
• Monitor and manage the relationship between OCP staff, contract project managers, project architect/engineer, consultants, contractor, and institution staff. Creatively resolve conflicts between project stakeholders to ensure program goals are met.
• Monitor and evaluate performance of contract project managers. Provide training and resources on new policies and procedures as required.
• Serve as liaison, public spokesperson, and interface with campus executives, architects, contractors, industry and community associations, utility cooperatives, and general public to promote all UTS initiatives including ROCIP and HUB.
• Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions.
• Collaborate with campus representatives, UTS departments and OCP staff to initiate and develop process improvements for the UTS Capital Program.

Required Qualifications

• Bachelor's degree in architecture, engineering, construction management, or a related field and 15 years complex project management experience.

This position requires the ability to maintain the security and integrity of UT System Administration and its infrastructure.

Preferred Qualifications

• Registration as Professional Architect or Engineer, or advanced professional degree is preferred.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.
