Job description

BC serves both municipal and private sector clients throughout the US. Brown and Caldwell is seeking a Program Management Director to help lead large, high‑profile capital programs nationwide. This is a full‑time opportunity focused on supporting strategic pursuits and program delivery in major cities throughout the U.S.

The Program Management Director will provide expert leadership toward the successful strategy, planning, and execution of programs. The role will lead and deliver small and medium programs. It leads the Program Management Office (PMO) and oversees daily operations and is responsible for strategy and planning, coordinating resources, managing timelines, and ensuring that deliverables meet quality standards. The role sets the direction of program controls and performance monitoring systems to track progress and address deviations. Effective stakeholder management will be essential, as the role engages with internal and external parties to support program success. Additionally, the role leads program governance, risk management, and change management efforts to ensure successful outcomes and continuous improvement.

Responsibilities
  • Manage small or medium‑size programs (estimated total capital investment size between $100 M and $500 M).
  • Ensure program goals and planned benefits align with strategic and operational objectives.
  • Lead the program team, manage resources, and develop strategy and roadmap for achieving objectives.
  • Support development of team members, especially related to delivery excellence, client service, and accountability.
  • Guide decision‑making, roles, responsibilities, and processes to ensure effective program management aligned with organizational policies.
  • Recommend solutions to meet client needs and objectives.
  • Implement financial controls, schedule management, risk management, quality assurance, and performance measurement.
  • Lead change management, identify deviations, implement corrective actions, and keep the program aligned with objectives.
  • Monitor program performance to determine efficiency and improvement areas.
  • Engage with client senior leaders and key stakeholders such as government leaders and public officials.
  • Flexible to adapt and execute additional assignments based on evolving needs.
Mentorship
  • Provide mentorship, guidance, support, and knowledge‑sharing to help less experienced team members develop their skills and grow within their roles.
Skills and Competencies
  • Lead cross‑functional and integrated teams; communicate with stakeholders and navigate higher‑level conflicts.
  • Expert in program management and leading large assignments on time and budget.
  • Proven skills in program delivery lifecycle management phases, processes, and activities.
  • Deep understanding of the industry and clients.

  • Expert in program planning and initiation, change management, risk management, and quality management.
Experience
  • Minimum 15 years of related work experience in project management, program management, or a related field.
  • Proven experience in successfully planning, delivering, and executing small and medium programs.
  • Proven experience in developing and implementing a successful sales‑technique strategy.
Preferred Experience
  • Bachelor of Science degree in engineering, business, or construction management.
  • 10–15 + years of program experience, including a minimum of 3 years in a program leadership role.
  • Experience with Water and Wastewater programs (preferred but not required).
  • Program Management Professional (PgMP) or Project Management Professional (PMP) certifications (highly preferred).
  • Experience in program delivery, strategy development, benefits management, stakeholder engagement, governance, and change management.
  • Familiarity with various project delivery methods, including Progressive Design Build, Construction Manager at Risk, and Design‑Bid‑Build.
  • Strong communication skills to engage effectively with staff and clients at all organizational levels.
  • Proven client‑service engagement and business development experience.
  • Ability to convey ideas and concepts visually and in writing.
  • Self‑starter with a results‑oriented mindset, able to work effectively under tight deadlines.
  • Ability to prioritize client needs while managing multiple internal team demands.
  • Exceptional written and verbal communication skills.
Education
  • Required: Bachelor’s degree in engineering, construction, business management, or related field, or equivalent experience.
  • Program management certification is required to obtain within 6 months.
Salary Range

The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. Current ranges may change in the future.

Location A: $144,000 – $196,000
Location B: $158,000 – $216,000
Location C: $172,000 – $236,000
